Duties
Evaluates policies, programs and procedures involving Equal Employment Opportunity (EEO) complaint processing to ensure informal and formal complaints are being processed in accordance with guidance,
directives, regulations and law.
Analyzes workforce statistics of assigned organizations to determine low participation rates of minorities, women and persons with disabilities in grades and job series.
Provides expert guidance and assistance to activity management in resolution of problems connected with formal
and informal complaints of discrimination.
Reviews Reports of Investigation (ROI) and prepares summary which includes statement of legal sufficiency, identifies potential problems and areas of concern, and ensures compliance.
Analyzes patterns and trends of EEO complaints and determines those which may represent broad systemic issues.
Provides training to activity management, employees, and other officials when deemed appropriate on various EEO programs.

Qualifications
To qualify for an Equal Employment Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing input on the Management Directive 715, resolving complaints, and advising managers and supervisors on EEO principles, laws, regulations and policies.
Processing and handling complex formal complaints of discrimination to include acceptance and dismissal decisions.
Advising and consulting with managers and supervisors which involves developing and carrying out comprehensive Affirmative Employment strategies, formulating both short- and long-range plans to meet goals and objectives, consulting to explain special emphasis programs and develop awareness of responsibilities, identifying EEO problems, determining causes and developing strategies for resolution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
