This position is a direct report to the Associate Medical Center Director and serves as the Facility Master Planner. Supervises several positions within Facilities Space Planning, Interior Design, Capital Asset, Visual Illustration/CADD/BIM and Activations in support of Jesse Brown VAMC's NRM, Lease, Minor and Major design and construction projects.

Duties
This position is primarily responsible for, but not limited to, performance of analytical, evaluative, planning, and advisory functions relative to both current and future operations of the Jesse Brown VAMC. The incumbent operates in a senior staff capacity as a top management resource to all Services in the planning, coordination, implementation, and evaluation of Jesse Brown VAMC administrative and clinical programs, goals, and objectives. Within these responsibilities, the incumbent acts internal to the Jesse Brown VAMC as full liaison to the Associate Director and Executive Leadership Team (ELT), coordinating directly with chiefs of all clinical and administrative services, and externally with Program Leads within Veterans Integrated Service Network (VISN) 12, Veterans Administration Central Office (VACO), and other outside organizations and institutions.
Responsible for managing space and occupancy planning and documentation for current and future operations of all Jesse Brown VAMC sites. Conducts and participates in working groups involving stakeholders in developing proposals and/or reviewing planning initiatives for further consideration by the Executive Leadership Team (ELT) and development for VHA and VA National Program Level approval. Coordinates multidisciplinary teams to facilitate major and minor construction projects, facility realignments, new leases and lease expirations, collaboration with other VA or Department of Defense (DoD) facilities, research and educational affiliation initiatives, and new and enhanced sites of care.
Manages the activation coordination for construction projects, including coordinating with the Supervisory Interior Designer to successfully implement renovations and moves across all Jesse Brown VAMC sites. Assists services with the development of business plans for activations and initiatives involving construction-related activities and is responsible for the timely submission of business plans, economic analysis and supporting documentation to the Associate Director. Also assists services with activation funding implementation and timely delivery of resources to support activation.
May be involved in efforts to ensure that the services provided by the Jesse Brown VAMC facilities are appropriate and properly coordinated. Develops and implements the facility master plan with intimate knowledge of the Jesse Brown VAMC' Market Assessment to ensure appropriate clinical and administrative functional support and workflow adjacencies to optimize the delivery of medical care to the Veteran population served. This includes review of mission changes and access points based on patient demographics and Network needs. Assists with the development of National Awards that highlight significant Network achievements and works with medical center staff to put in place appropriate organizational alignment required to support the award applications.
Makes and/or approves of selections for non-supervisory positions.
Hears and resolves group or individual grievances.
Reviews and makes decisions on serious disciplinary issues involving any subordinate positions, non-supervisory and supervisory alike.
Makes decisions on training needs and training budget decisions.
Approves expenses regarding within-grade increases, overtime, and travel expenses.
Recommends awards and bonuses for subordinate personnel, both nonsupervisory and supervisory alike.
Finds and recommends implementation of processes that reduce bottlenecks and barriers to production, promote team building, and improved overall business process.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency, Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ? 7403 (f).
Education
Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
OR
Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;
OR
Evidence of current professional registration or licensure as a Professional Engineer or Architect from any State, the District of Columbia, Guam or Puerto Rico.

Experience
One year of experience equivalent to the next lower grade.
Knowledge, Skills and Abilities (KSAs) - In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
Knowledge of the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing).
Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities.
Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers.
Skill in balancing priorities, delegating tasks and meeting multiple competing deadlines.
Skill in interpreting broad or general national policies and guidelines and adapting/applying them to specific compliant programs at the local healthcare system.
Skill in recognizing and assessing evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.
Ability to analyze complex organizational problems and develop and implement effective solutions that result in efficient operations.
Ability to anticipate, develop and implement strategies in meeting the healthcare system's short term and long-term strategic goals in a highly fluid environment.
Ability to ensure compliance with healthcare industry standards and regulatory agency, (i.e., TJC, OSHA, NFPA, etc.), regulations, requirements, guides, policies, procedures, directives and general medical program requirements as they relate to healthcare engineering.
Ability to interview candidates for positions in the section, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Chief Engineer must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
