This position is located within the Police Service at the West Haven Campus of the Connecticut VA Healthcare System (VACHS), with possible coverage at the Newington Campus as needed and directed. This position provides traffic control at all entries and exits to the VACHS. Screen staff, Veterans and visitors when entering the VACHS. Also provides information as requested or gives directions. This is an unarmed position with no law enforcement or arrest authority.
Duties
Monitor all parking areas and roadways ensuring that only authorized personnel utilize
parking lots as assigned or posted.
Independently conducts foot security patrols and/or vehicle security patrol for a prescribed security patrol area over the course of a regular shift.
Recognize differences in "normal" and "deviant" behavior.
Distinguish and properly parks vehicles of VIP's, Handicapped Veterans, visitors, etc. in
those parking areas so designated.
Direct traffic, ensuring normal traffic flow, especially during congested times such as shift change and when an accident has occurred; detects speeding vehicles, quickly notifying the on-duty Police to safely stop them, and taking appropriate notification actions.
May perform work related to the collection, organization and/or tracking of information in support of the security assistant dispatchers and law enforcement programs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023.
You may qualify based on your experience and/or education as described below:
General Experience: You must have six months of general experience in the normal line of progression for the occupation in the organization. Examples of general experience would typically include, but are not limited to: progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position being filled.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) year of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school education (beyond the first year) and experience to meet total qualification requirements at the GS-3 level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college, or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work requires physical exertion such as long periods of standing, walking, bending and similar activities and occasional lifting and carrying of heavy objects of 25 pounds or less such as temporary traffic signs and stations. Call back and emergency posts are frequently required. Additionally, callback and emergency posts may be required during periods of increased National Threat Levels or other local incidents. The mental stress of the position may be higher than the physical stress due to the necessity of dealing with persons who are experiencing high levels of stress due to illness, etc.
