The Office of Accountability & Whistleblower Protection (OAWP) is committed to promoting and improving accountability within the VA and its functions are statutorily established in 38 U.S.C. 323. This position is located in Washington, DC and serves as the Director, Stakeholder Engagement Division.
Duties
The Director of the Stakeholder Engagement Division reports directly to the Deputy Assistant Secretary and leads a staff of employees engaged in congressional outreach, strategic communications, public affairs, whistleblower training internal and external engagement activities. The position requires a thorough knowledge and understanding of the Department of Veterans Affairs, its goals and mission, and a thorough familiarity with the legislative and appropriations process, congressional activities, oversight, and concerns associated with Veterans and VA. The position also requires excellent organizational, interpersonal, and managerial skills, as it involves leading and managing the day-to-day operations of the professional Stakeholder Engagement staff as well as the management of the Office's stakeholder engagement strategy. Freedom of Information Act (FOIA) program, and records management. The incumbent provides advice and guidance on the preparation of Congressional inquiries while also liaising on congressional communications and relations involving OAWP programs, policies, legislative interests and activities.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 08/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-14 grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to providing advice and guidance on the preparation of responses to Congressional inquiries; leading and executing a strategic communications plan regarding whistleblower rights and protections, FOIA program, and Records Management; collaborating cross-organizationally on Stakeholder Engagement activities; and planning, organizing, and assigning work based on the business needs, capabilities and knowledge of the subordinate staff while performing the full range of supervisory duties. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
