About the Position: Serves as Senior Program Manager for assigned USACE Designated "Mega Project" or Department of Defense Identified mission critical projects, responsible for all facets of customer interface and program execution. Directs, coordinates and oversees the planning, design and construction execution of the program in consultation with functional chiefs. This involves coordinating with and planning for the various requirements of using services.

Duties

Organizes, directs and coordinates activities of the Districts support. Oversees the development of all program specific Project Management Plans (PMP) to assure optimum product schedule, cost, scope, acquisition plan, budget and quality through a risk informed planning process. Is accountable to the Programs Chief or Operations Chief for progress reports and maintaining coordination with other District leadership on planning, design, and construction progress. Participates in regular site visits to check progress, evaluate contractors performance, verify construction is within accordance to design specifications. Accomplishes assignments in accordance with broadly outlined Program and Project Delivery Business Process (PDBP) objectives and the current USACE Mega Project Engineering Construction Bulletin as applicable. Participates in conferences/briefings with representatives of higher headquarters, USACE, Department of Defense Agencies, other Federal Agencies, senior customer officials, local/state governments, contractors, and others. Plan and assigns work to be accomplished by employees based on priorities matching the difficulty and requirements of the assignments and the capabilities of employees. Provides direction of project management systems, and tasks other District elements through the function Chiefs, as needed, for support and execution of projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 50% for official duties/training.
  • One year trial/probationary period may be required.
  • This position requires a supervisory probationary period as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Incumbent required to obtain and maintain Project Management Professional accreditation within 1 year of selection.
  • This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Experience applying USACE program management processes to plan, design, construct, execute, monitor, and control engineering scopes of work. (1) Position may be filled as a temporary promotion or temporary reassignment NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of six years. This position will not be made permanent. Position will not be extended beyond 5 years due to nature of project. (2) Position may be filled as a temporary appointment NTE 13 months, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years. Current permanent Army employees selected for a time-limited promotion or reassignment to fill a temporary position must be returned back to the position from which he/she was temporarily promoted OR to a different position of equivalent grade and pay as the permanent position.
