THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for an Air Battle Manager (Instructor), Position Description Number D2353000 located in the 117th ACS. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Nationwide. Applicants willing to become Title 32 dual status Technicians and gain Georgia Air National Guard membership.

Duties

As an Air Battle Manager (Instructor), GS-2101-12, you will: Serves as Operations Test Lead. Develops an operational test plan based on system requirements. Coordinates with external link players, fighter Wings, AWACS, JSTARS, and/or any Command and Control (C2) platform that can interface with the equipment being tested. Coordinates schedules, resources and limiting factors with maintenance sections, external agencies (NGB, ACC, AFLCMC, CSC, 505th, 605th). Develops testing requirements and how they will be performed. Develops briefings and attends multiple teleconferences to provide direction and clarification to ensure all test and mission objectives will be executed in an efficient and timely manner. Coordinates augmentation pre-arrival needs, assign crews and ensure test plan is followed. Develops work schedules, assigns crew leaders, performs base-lining to test plan requirements to ensure all equipment, documentation, supplies, and mission support elements are in place. Conducts Set up Procedures. Develops configuration plans, manning and time tables. Conducts mission briefings with Pilots and other C2 Platforms. Provides crew briefings for all missions (Air-to-Air, Aerial Refueling, Link mission, System Training Events, and Maintenance brief). Executes test; ensures equipment can perform C2 mission through other C2 platforms (coordination), Large Force exercises (LFEs) and day-to-day Operations. Responsible for safety of flight. Collects and disseminates test data to include crew debriefs, system under test evaluations and test problem reports. Coordinates with all agencies during testing, going through a pre-test overview, end of day findings. Completes daily reports. Trouble shoots problems, develops solutions and workarounds to assist the Test Director with determining what acceptable Course of Action is required to continue testing. Reviews and make changes to Technical Orders and equipment checklist for Combat Air Forces employment. Continually coordinates with C2 Units about how to use equipment fielded. Coordinates with civilian contractors, test organizations and other military members of the U.S. DoD. Ensures the collection of information is given to HHQ post-test. Provides professional evaluation of overall system with recommendations, assigns problem reports with measurable levels of prioritization. Works with FAA and fighter wings, coordinating all real time and special request for airspace to ensure all live fly events take place in an efficient and safe manner. Responsible for safety of civilian and military flights. Conduct debriefings with internal and external agencies for trend analysis and lessons learned. Schedules aircraft, trainees and other C2 platforms. Coordinates training objectives, flight safety, evaluations, equipment requirements, manning of Operations and external players. Develops, establishes and maintains work center training programs. Evaluates workload schemes to determine adequacy for meeting training objectives for assigned skills. Plans and schedules tasks and training activities for Drill Status Guardsmen. Oversees and conducts On the Job Training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities, training aids and equipment mock-ups for AFSC specific training equipment requirements and arranges for training end item availability as required. Monitors the training status of personnel and ensures the supplemental and/or remedial training is accomplished. Serves as mission crewmember in one or more of the Battle Management positions as appropriate. Plans and executes aircrew and/or crewmember pre-mission coordination briefings to relay appropriate aircrew information to crewmembers prior to executing mission and to ensure complete understanding of air plan operations. Provides navigational assistance, airspace coordination and flow of air traffic control management to ensure safety of flight and expeditious transfer of aircraft between Military Radar Units and external control agencies i.e. Federal Aviation Administration and other C2 agencies to support suspected emergency situation/events and ensures emergency action procedures are accomplished during in-flight and ground emergencies. Serves as unit standardization/evaluation evaluator to ensure Combat Mission Readiness (CMR) of crewmembers. Performs analysis and evaluates crew positions as applicable to determine degree of proficiency and adherence to crew procedures and crew coordination requirements. Conducts scheduled and unscheduled positional, written, objectivity, and supplemental evaluations/examinations. Instructs, verifies and certifies the qualifications of individuals nominated for Standardization Evaluation Examines (SEE) upgrade. Conducts crew briefing and prepares required position documentation. Perform other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Must maintain a current Class 3 Flight Physical.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.

Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
