About the Position: This Contract Specialist, NH-1102-03 position is located at U.S. Special Operations Command (Army) located at Fort Bragg, NC.
Fort Bragg, North Carolina, is a military installation of the United States Army in North Carolina, and is one of the largest military installations in the world, with around 54,000 military personnel.
Duties
Serves as a contract negotiator. Plans the negotiation strategy, coordinates strategy with negotiation team and leads the negotiations which are conducted with contractors to develop the contract prices and terms.
Makes corrections, revisions or complete reformation of any contractual document which should be changed to comply with the law, regulations, directives or policy in the Federal Acquisition Regulation (FAR).
Develops procurement objectives for the contract in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations.
Performs detailed analyses of all elements of cost in contractor proposals, and makes competitive range determinations.
Responsible for complex contracts involving features such as socio-economic considerations, development cost for minority/disadvantaged contractors, terms and prices, legal conditions and rigid deadlines causing additional complications.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Professional certification in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The incumbent must be able to qualify for a contracting officer's warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.

Basic Requirement for Contracting Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Performing Pre-Award and Post-Award functions to include; preparing Request for Proposals (RFP)/Request for Quotes/Request for Task Order Proposals. 2) Identifying appropriate contract type/method for the product or service being procured; 3) Preparing contract modifications and 4) Preparing required contract documentation such as: Market Research, Determination and Findings (D&F), DD Form 2579, Statements of Work (SOW)/Statement of Objectives (SOO)/Performance Work Statements (PWS), Performance Metrics, Quality Assurance Surveillance Plans, Justifications and Approvals (J&As) for limited competition/sole source procurements, Acquisition Strategies/Plans, Cost/Price Analysis Documentation, Source Selection Decision Documents, and contract modification justifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
