This position is organizationally aligned to the Nutrition and Food Service department at the Edward Hines Jr. VA Hospital, Hines, IL (578) - a Level 1a complexity facility. The primary purpose of this position is to perform duties related to Timekeeping and administrative support.

Duties

DUTIES: Responsible for accurate daily posting of Time and Attendance Reports within the Veterans Administration Time and Attendance System (VATAS). Responds to questions from employees concerning the application of pay, leave, and benefit policies and procedures, also explaining the rationale behind the procedures and solutions to pay and leave problems. Maintains current and accurate data on employee leave status and notifies the appropriate Approving Official when employees are about to exhaust accrued leave. Responsible for accurately setting up, posting, and maintaining time and leave records for each employee on a biweekly pay schedule. Summarizes and codes the timecards at the end of each pay period, preparing them for signature by the appropriate official. Arranges cards to fiscal specification and consistently meets deadlines in submission to Fiscal Service in the prescribed manner. Initiates new timecards at the beginning of each pay period and maintains accurate posting of the attendance of each employee Any necessary corrected timecards are completed in a timely basis. Accurately enters all overtime and compensatory time for employees assigned into VATAS. Ensures overtime and compensatory time is approved by the appropriate approving official prior to posting to the timecard and the appropriate justification statements are entered. Maintains current and accurate data within the computerized system and maintains an approved, current, and accurate "tour of duty" data base. Meets all deadlines for submission of data including regular and early turn-in times. Effectively prioritizes and organizes individual workflow to provide maximum productivity and meet established deadlines. Answers telephone and provides information in an accurate and courteous manner. Performs secretarial/clerical duties relative to the accomplishment of administrative matters for the Nursing program. Processes incoming and outgoing materials such as correspondence, reports, memoranda and other forms of written communication. Compiles summaries and assembles data for monthly staffing reports. Prepares and maintains tracking system for employee unique instances such as Compensated Time for Travel (CTFT), Jury Duty, Military Leave, Family Medical Leave (Act), Family Friendly Leave, unscheduled hours worked, use of official union time, OWCP, and other special pay determinations, for the supervisor's use or to ensure appropriate pay. Follows policy on the preparation and completion of FMLA paperwork. Accurately inputs FMLA leave into VATAS. Notifies approving/appropriate official on FMLA status. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: Not Suitable Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2023. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Must possess computer skills to utilize a variety of software programs such as Microsoft Word and Excel, Access, Vista, PAID and other time and attendance systems. Ability to demonstrate use of both personnel and VistA/VATAS systems sufficient to imputing both Time and Leave Tracking and clerical support. Knowledge of time and leave rules and regulations and agency policy covering pay plans under both Title 38 and Title 5 and Hybrid system. Understanding of a variety of appointment categories including career, career-conditional, temporary, intermittent, part-time, and fee basis involving varying entitlements to pay, leave, differentials, etc. Ability to audit files, trace errors and make retroactive adjustments in time posting that may cover a significant time period. Ability to communicate verbally and in writing with a variety of people. Knowledge of fact-finding techniques and ability to gather and assemble a variety of data. Ability to demonstrate skill as a qualified typist sufficient to produce documents on a personal computer using word processing software. Knowledge of correct spelling, grammar, punctuation, record keeping, and required formats to review outgoing correspondence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. (Transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as stated above. OFFICE AUTOMATION (Screen Out) This position requires use of Office Automation and applicants must be able to type at least 40 WPM words per minute. You will be rated on the following Competencies for this position. Communications Computer Skills Manages and Organizes Information Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The employee performs sedentary work; however, there may be some walking, standing, bending, or carrying of light items. The employee works in an adequately lighted and ventilated office environment and exercises normal safety precautions. The position requires occasional travel.
