As Chief of the North Florida/South Georgia Veterans Health System (NF/SGVHS) Library Service, the Supervisory Librarian serves as the expert professional information specialist and has full delegated authority and responsibility for developing, managing, and administering comprehensive library programs and overseeing all aspects of daily library operations. Duties

The primary purposes of this position are to: (1) develop, manage, and direct an extensive library program, (2), provide information and reference support to clinical, nursing, and mental health programs and committees, and (3) serve as an active team member with the multi-disciplinary management and clinical operations. Duties include but are not limited to: Knowledgeable and skilled in all areas of library science and is delegated the primary professional responsibility to plan, develop, implement, evaluate, and revise the library program. Ensures the development of a comprehensive, high quality library collection (monographs, journals, audiovisuals, etc.) in print and/or digital format that is broad in scope and penetrating in coverage to meet the needs of staff, students/trainees, researchers, and patients. Creates and manages state-of-the-art policies and procedures pertaining to the cataloging and classification of highly technical medical materials collections. Designs and organizes a distinct North Florida/South Georgia Health Care System (NF/SGVHS) Library website and/or SharePoint site to ensure access to all knowledge-based information resources in the health system, VISN, and/or provided by the VHA National Library. Develops, recommends, and monitors program budgets. Evaluates the library programs in terms of clientele requirements and needs, as well as quality of performance. Acts as the point of expert knowledge in searching and evaluating the health care literature. Utilizes expertise in a wide variety of information sources, including sources that are nonstandard resources in general hospital libraries, in order to comprehensively answer varied and complex comprehensive questions. Proactively works with physicians, nurses, and other staff in clinical settings and in routine clinical conferences to provide patient-specific information. Uses knowledge of evidence-based practice and resources to provide highly-specific, case-related medical literature which contributes to quality patient care as well as quality clinical education for medical students, residents, fellows, trainees, and clinical staff. Supervises all employees within the Library Service. Develops performance standards and evaluates work performance of subordinates. Hears and resolves minor complaints from employees. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Individual Occupational Requirement (IOR) : Must meet one of the following : All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as the expert in complex searching of highly specialized biomedical, nursing and allied health, and health management data bases and various Internet reference sites. Manages, evaluates and plans knowledge based information resources and services for the Medical Library. Initiates, evaluates, selects, plans, launches, and manages all library systems, including databases, e-books, e-journals, Apps, and CE programs. Prepares and implements the Medical Library's annual budget, utilizing professional librarian knowledge and resources to make purchasing decisions on collection needs. Uses knowledge of the theories, concepts, and practices by which information is classified, licensed and accessed, including electronic bibliographic and full-text databases and networks. 2 years of medical/hospital library experience required and supervisory experience preferred You will be rated on the following Competencies for this position: Decision MakingKnowledge ManagementLeadershipManages ResourcesProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some physical effort may be required including walking, standing, bending, stooping and reaching in the stacks, and lifting moderately heavy (up to 20 pounds) materials. Incumbent will be required to make periodic visits to other health system facilities, local community organizations, training sites, and other locations.
