The position is for a Supervisory Financial Program Administrator of the VISN 8 Consolidated Travel Unit. VISN 8 is a healthcare network comprising seven major medical centers and multiple outlying clinics throughout Florida, South Georgia, Puerto Rico and the U.S. Virgin Islands. Working in the VISN 8 Finance Office and Consolidated Travel Unit, the incumbent interacts with staff throughout VISN 8, in the VISN program offices and consolidated units.
Duties
Major duties include, but are not limited to:
Manages the day-to-day operations of the Consolidated Travel Unit
Sets priorities, assigns tasks, coordinates operations, and ensures efficient planning of activities by adjusting workload, when necessary, to meet deadlines and work priorities.
Serves as training coordinator for employee travel and develops training plans to include development of training content materials (guides, handouts, etc.) and to presents training to various groups including travelers, approvers, and travel system administrators.
Completes, oversees, and ensures timely submission of recurring reports relevant to employee travel.
Provides annual budget call assistance to program offices by providing, reports on travel spending, and analyzes data to assist with budget formulation.
Serves as manager of US Bank travel card accounts to include the individually billed accounts (IBA) and Centrally Billed Accounts for the VISN 8 Office and associated consolidated units.
Analyzes all unusual or irregular travel rejects/problems and when such analysis discloses a reject/problem not covered entirely or sufficiently by existing financial procedures, uses independent judgment to devise a satisfactory method to best meet needs of customer and policy
Work Schedule: Monday-Friday 8:00am- 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: A minimum of two years experience preparing and reviewing travel authorizations and vouchers in Concur Government Edition (CGE).

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Sets priorities, assigns tasks, coordinates operations, and ensures efficient planning of activities by adjusting workload, when necessary, to meet deadlines and work priorities; Review work and evaluate employee performance; Coordinate training for employee travel by developing training plans and materials; Experience with Travel, Transit Benefits and Employee/Ex-Employee Debts; Experiences ensuring travel control points are properly monitored for compliance with policy and proper budget execution; Provide guidance on travel expense worksheets and reports; Plan and arrange different kinds of travel.

Physical Requirements: Work is mostly sedentary, although there may be some nominal walking or standing for short periods of time. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. Occasional overnight travel is required.
