The primary purpose of this position is to be the USSTRA TCOM (4-star command) lead for all facets of the asset management process for the global ballistic missile defense system (BMDS). Responsible for directing deliberate planning actions including planning and deconflicting tests, exercises, operations, and maintenance.
Duties
STRATCOM lead for planning and deconflicting operations, flight tests, ground tests, exercises, upgrades, and sustainment for over 50 BMDS assets worldwide, valued at over $10B.
Directly responsible for developing and maintaining USSTRATCOMs annual, monthly, weekly, and daily scheduling products for BMDS maintenance, testing and operations.
Serves as the USSTRATCOM primary focal point for development of asset management policies, procedures, and tools.
Serves as USSTRA TCOM lead for developing asset management training. Develops tailored training products for the missile defense, missile warning, and space surveillance communities inside and outside USSTRA TCOM.

- Candidate must be able to acquire and retain a Top Secret clearance based on single scope background investigation and remain eligible for access to Sensitive Compartmented Information.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the relationships of the various combatant command missions and organizations in order to identify and propose solutions to Ballistic Missiles Defense Systems (BMDS) conflicts and issues, characterized by their national importance. Expert and comprehensive knowledge of combatant command strategies, policies and doctrines as they apply to Joint Staff planning and processes. Expert knowledge of federal, DoD and Joint Staff strategic policies and preparing policies that will affect COCOMs outside of USSTRA TCOM and translating legislation into program goals and actions. Expert knowledge and understanding of the BMDS architecture as well as a comprehensive understanding of DoD agency relationships as they apply to missile defense. Highly technical application of a diverse and complex system of systems designed to provide multi layered missile defense on a global scale.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to react in a high stress environment to intense ballistic missile defense event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government.
Knowledge of military law and doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, and other pertinent interagency organizations. such as MDA, NASA, etc.
Recent experience in missile defense operations and planning offices (desirable). Recent knowledge of military law and doctrine; Joint policies and procedures; DoD, Services, and Joint organizational structures; national intelligence organizations, and other pertinent interagency organizations such as MDA, NASA, etc.
Recent knowledge gained through experience and/or technical schooling in the Ballistic Missile Defense mission, processes and procedures. This includes all applicable C2 computer systems such as the Ground?Based Midcourse Defense Fire Control (GFC) and Command, Control, Battle Management and Communication (C2BMC) system.
Experience working with BMD documents such as OPORDS, EXORDS, and STRATCOM 5381 and 507-3.
Ability to gather, organize, and assess facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior USSTRA TCOM leadership use and decisionmaking. Oral and written communication skills in order to negotiate and defend ideas and support concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
