Position to be filled upon the vacancy of the incumbent. DUTY LOCATION: 103d Force Support Squadron (FSS), East Granby, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTANG with U.S. citizenship.

Duties

This National Guard position is for a TRAINING TECHNICIAN (Title 5), Position Description Number T5801200 and is part of the CT 103rd Force Support Squadron, National Guard. JOB SUMMARY: The primary purpose of this position is to serve as the Force Development Manager and office of primary responsibility (OPR) for unit training programs managed in support of the Wing and its geographically separated units (GSUs). The office provides technical guidance and assistance to commanders, managers, and supervisors at all levels regarding education and training programs in support of federal, state and local missions, ensuring programs are in place to manage upgrade, qualification, in-garrison, expeditionary training and other military training functions as well as to administer post high school technical education and college programs. The major duties include, but are not limited to: Plans, directs, controls, and oversees all elements of the Education, Training and Distance Learning Programs. Provides Education and Training advisory services to commanders and staff on all education and training programs. Classification: Confers with management and other key operating personnel to discuss training needs, problems and goals. Establishes training objectives through analysis of training reports, unit input, course feedback, and USAF, ANG, and gaining command directives. Manages data in computer-based systems. Ensures accuracy of MILPDS data and performs functional review of data reliability.

Requirements

  • May occasionally be required to work other than normal duty hours.
  • Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE: Applicants are validated as qualified at the next higher Title 5 federal grade-level before considered eligible for consideration to that level and must have a minimum of one year on-the-job equivalent experience in the grade immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade. Must have competencies gained through experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following: REQUIRES 12 MONTHS: Experience equivalent to at least GS-9; or, three full academic years of progressively higher level college degree. Experienced and/or education in particular of competencies - knowledge, skills, abilities, and behaviors to successfully perform the duties of the position. REQUIRES 24 MONTHS: Experience demonstrating a working knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Experience demonstrating a working knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Experience demonstrating a working knowledge in the Army or Air Force education and training policy requirements. Experience in conducting, supervising, and/or developing education and training programs. Experience in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Experience demonstrating a working knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques is mandatory. Experience demonstrating knowledge is of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Experience in effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experience in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experience and effective communicator. Experience in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experience as a participant and presenter during training and military or civilian conference events. Experience in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experience in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Experience instructing students by lectures, discussions, demonstrations, group activities, and/or laboratory work. Experience in subject principles and applications to students using audiovisual aids such as, mockups, graphs, training films, and film strips. Experience in completing student progress evaluations and using training aids such as, achievement and aptitude tests and rating scales. Experience in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Experience in basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. Experience in maintains attendance records and requisitions supplies. Experience and competencies in managing the function of the performed work and experiences in assigning work and assessing employee performance. Experience managing, leading, mentoring, and guiding employees. KNOWLEDGE, SKILLS AND ABILITIES: Experience which demonstrates an applicant's ability to determine an organization's education/training needs through analysis and interpretation of a wide verity of directives and to ensure training objectives are met. Experience which demonstrates the applicant's ability to receive, consolidate and analyze data from subordinate levels and to follow agency directives in using this data to prepare plans and reports. Experience which demonstrates an applicant's ability to oversee a controlled testing program.
