Information Technology Cybersecurity
The following are the duties of this position at the full working level.
Protecting critical infrastructure and key resources (CIKR) for government information technology systems through controlling access to, granting access, and/or setting up security for systems resources under the fullest extent of privileged access to one or more IT Platforms that perform critical tax administration functions.
Accessing potentially all unclassified information such as, but not limited to, Sensitive But Unclassified (SBU)/Personally Identifiable Information (PII), including IRS systems and/or supporting IRS Chief Counsel systems containing court information under the fullest extent of privileges granted.
Leading the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities, coordinating the implementation of security programs across platforms (Tier I, II and III) and establishing vulnerability reporting criteria.
Reviewing proposed new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures, and resolving integration issues related to the implementation of new systems within the existing infrastructure.
Providing authoritative advice to other specialists in disaster recovery, business continuity, and operating systems security, and developing and implementing IRS-wide guidelines.
Developing contingency plans (Disaster Recovery or Business Continuation Plans for information technology systems) to ensure availability and accessibility of network resources in the event of emergencies.
Developing long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT: Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. At this level, you must demonstrate knowledge of, and skill in establishing, implementing, and interpreting the requirements for agency compliance with higher level policy directives and Executive orders governing infrastructure protection; Coordinating the review and evaluation of the agency infrastructure protection program including policies, guidelines, tools, methods, and technologies; Identifying current and potential problem areas; Updating or establishing new requirements; and making recommendations for a fully compliant infrastructure protection program to be implemented throughout the agency.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
