This position is located at Kayenta Service Unit, Division of Quality Management, Kayenta, Arizona. The purpose of this position is to plan and manage the overall oversight programs and compliance performance operations. The incumbent reports directly to the Chief Executive Officer.

Duties

This position is being announced concurrently under ESEP/MP procedures. Please review vacancy announcement number IHS-23-KA-11748312-ESEP/MP; for eligibility requirements. This position serves as a consultant and advisor on legal and regulatory issues to the Chief Executive Officer, Executive Leadership Committee, supervisors and department heads. Serve as a member on the Chief Executive Officer's leadership team to oversee and coordinate all administrative management and support services for the Division of Quality Management and the contact person for accreditation agencies and surveyors for planning and arranging survey activities Works in partnership with the medical, nursing, and Service Unit's leadership team, managing the development and measurement of the hospital's approach to quality/performance improvement (PI) and patient safety Uses quality tools (analysis and statistics) to conduct process improvement and benchmark appropriately Communicates evaluations, surveys, and fact finding investigations results to the Service Unit Executive Committee, Medical Staff and supervisors Responds to and follows up on compliant letters from regulatory or accrediting agencies as requested by the Leadership team Works with the Clinical Director in monitoring and tracking tort claims Recommends appropriate avenues of action are established through policies and procedures in coordinating efforts with PI team members and other work groups to insure maximum health and safety for patients, employees and visitors Ensures that all data, statistics, reports and other risk management documents are appropriately managed in accordance to the Privacy and Freedom of Information Acts and other patient confidentiality rules and regulations Plans, directs, coordinates, evaluates and integrates hospital-wide performance improvement (PI), risk management, oversight programs (i.e., infection control, safety, staff development) patient advocacy and educational program activities and goals Works on a daily basis with the Chief Executive Officer, Executive Committee and other key staff members in decision making and policy making discussions for the hospital programs and healthcare delivery systems Manages, develops and reviews department budget; justifies major capital expenses related to quality Enhance the Quality Committee serving as a facilitator Determines staff and other resources necessary for program operations and makes adjustments among subordinate units Conducts meetings and conferences with subordinate staff to explain work requirements, methods and procedures Reviews, modifies, approves or rejects changes in functions, procedures, and other matters proposed by subordinates Exercises approval or disapproval authority of all personnel actions Applies and implements of Equal Employment Opportunity (EEO) program guidelines and the achievement of tangible EEO progress and results Performs the full range of patient care duties and assesses medical legal implications for using practices and activities Assesses medical necessity for admission, reviews the appropriate level of care for continued stay criteria Stays abreast of current nursing practice, roles, and functions within nursing and other healthcare disciplines Works with the Quality Management staff in developing and maintaining resources and information center for continuous quality management Recommends a plan of action as they relate to the quality management program Performs root cause analysis and determines and coordinates possible solution and corrective action plans Coordinates and investigates patient care issues

Requirements

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Note: Employees currently assigned to positions in this 0610 occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience The work experience must have equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. Basic Requirements for the GS-13 (or equivalent) Grade Level: GS-0610-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent with particular knowledge, skills and abilities to successfully perform the duties of the position. This specialized experience is related to the work of the position and equivalent to at least the GS-12 in the Federal service as described in the vacancy announcement. Experience includes: The following type of work and/or tasks include: Implementing a Medical-Clinical/Quality Improvement Program to meet The Joint Commission accreditation and regulatory standards with the Centers for Medicare & Medicaid Services (CMS); developing processes to improve the delivery of patient care both collaboratively and independently; and determine short- and long-term goals and develop methodologies to achieve a continuous quality management program in the healthcare setting. SUPERVISORY OR MANAGERIAL COMPETENCIES: Candidates should posses proficiency or the potential to develop proficiency in these competencies prior to entry into a supervisory position.
