The Incumbent is a part of the Veterans Community Outreach and Integration Center (VCOIC) and is a vital member of the Mental Health Team who works in collaboration with licensed independent providers (LIPs) to assure high quality care to the Veteran with psychiatric diagnoses/mental health needs. The VCOIC serves Veterans struggling with mental illness and/or substance abuse disorders, and/or unstable housing, homelessness and/or lack of support in the community.

Duties

"The expert performer no longer relies on an analytic principle (role, guideline, maxim) to connect her or his understanding of the situation to an appropriate action. The expert operates from a deep understanding of the total situation" (Benner). The Incumbent demonstrates performance and leadership that is broad enough to improve the care for a group of patients. The Incumbent is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level within the facility, Veterans Integrated Service Network (VISN), or Veterans Administration Central Office (VACO). Program is defined as a sustainable coordinated group of activities impacting patients and/or employees. The Incumbent demonstrates (a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning; (b) Using advanced clinical knowledge judgment to promote staff involvement in planning, decision-making, and evaluating outcomes, (c) Functioning as an expert in clinical practice and/or areas related to the assigned roles and responsibilities, (d) Systematically evaluating current practice, and formulating outcomes for groups of practices and/or organizational processes within an area of expertise, (e) Guiding, developing, and supporting staff from a leadership perspective, and (f) Using professional standards of care scientific evidence, and practice to evaluate programs and/or service activities. The Incumbent has the responsibility of implementing the Vision, Mission, and Values of the VAAAHS. The Incumbent considers all characteristics of the individual, including gender and role identification, age, life stage, state of health, race, culture, socio-economic status, values and beliefs in order to assist each patient with the improvement of his/her health status to the maximum potential. The Incumbent utilizes core elements of performance including knowledge and active participation in unit/service/program/VISN level Quality improvement processes, such as the customer service program. The Incumbent promotes the medical center mission, vision and values; compiles the Equal Employment Opportunity programs, partnerships, customer service standards and Veterans Affairs policies and procedures. The Incumbent provides leadership in day-to-day operations and input into the strategic planning process for the attainment of organizational goals. The Incumbent actively develops and manages collaborative partnerships with physicians and other members of the multi-disciplinary team as a means of providing high-quality, cost effective, and customer focused health care. He/she is ultimately responsible for ensuring suitable and timely training, appraisal/performance development, counseling, scheduling of the unit, coaches staff, effectively manages employee conduct and performance issues, and completes recurrent reports and performance evaluations in a timely manner. The Incumbent participates in service and medical center committees and task forces to improve nursing standards of practice and patient care, while identifying educational needs to staff and ensuring that those needs are aptly addressed. The Incumbent has an integral role in supporting and facilitating student nurses clinical experiences as well as orienting new Nurse Managers. The Incumbent works in partnership with union organizations and adhered to Equal Employment Opportunities. The Incumbent is patient of the Nursing Service leadership team, and cross-covers for other nurse managers and/or supervisors as designated, in one another's absence. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Preferred Experience: This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital. The incumbent must be poised and articulate in communicating with people of varied educational levels and varied ethnic backgrounds. Willing to work cooperatively as a member of a team in all assignments. Makes caring for the veteran his/her priority while in the work setting and demonstrates customer service principles in all aspects of work. The Nurse provides information according to established policies and procedures and resolves conflict and problems constructively and appropriately. Self-motivated in the pursuit of meeting professional work standards. Basic Life Support (BLS) required for RNs in patient care positions. Physical Requirements: The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. AAVAHCS is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with visits to the Emergency Department and admissions for medical co-morbidities. This position requires the ability to perform the following physical standards & environmental factors: Heavy Lifting, 45 pounds & over; heavy carrying, 45 pounds & over; straight pulling (4 hours); pushing (4 hours); use of fingers; both hands required; walking & standing 8-12 hours; repeated bending 8 hours; both legs required; ability for rapid mental & muscular coordination simultaneously; near vision correctable @ 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish shades of colors; hearing (aide permitted). Working closely with others; & protracted or irregular hours of work. Requires performing activities involving sitting, walking, and standing, bending and carrying such items as books, papers, and files. This position may include exposure to loud noise. Basic computer skills and the ability to learn to use the electronic medical record, Microsoft Outlook, Microsoft Word, Microsoft Teams and Microsoft Excel are required. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
