This position is located in Olympic National Park, in the Division of Interpretation, Education and Volunteers. Open to the first 50 applicants or until 08/02/2023 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Major Duties include: Provide logistical and administrative support for volunteers/ interns, for projects, and the Volunteer Coordinator. Gather, input, and prepare monthly VIP/Youth reports. Supports management of large complex VIP database. Assist with recruiting and supporting VIP's and Youth programs. Speak to diverse audiences regarding volunteer/ youth opportunities and accomplishments. Networks with a broad range of partners, cooperators, and stakeholders to expand and strengthen the Volunteer and Youth Program at Olympic National Park. Presents formal and informal programs to a diverse audience. Meets and orients VIP's and Youth work parties in front/backcountry. Hikes up to 10 miles/day with backpack and camps for up to 4 days using minimum impact techniques. Hikes or works outdoors to train, lead, and assist work parties. Performs outreach using both formal and informal interpretive programs. Create service learning programs for volunteers. Leads programs for volunteers, managers, partners, and stakeholders. Provide leadership to youth that want to learn about NPS and stewardship of public lands. Creates conversation about NPS careers and use facilitated dialog and service learning to build lifelong connections to wilderness. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately February through October, and you will be in a non-pay status for the remainder of the year. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by 11:59 EST when the applicant cut-off is reached (which may be sooner than 08/02/2023), unless otherwise specified in the announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Quality Ranking Factor: Candidates who possess current Wilderness First Responder or higher-level Emergency Medical Services (EMS) certification will be able to respond more effectively to treat medical emergencies in backcountry settings. Applicants must document this type of experience in your resume/application. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that demonstrates you have the particular knowledge, skills, and ability to perform successfully the duties of a Volunteer Program Assistant. Examples of specialized experience include: working in a diverse team to create inclusive youth and volunteer programs; and assisting with youth and volunteer service learning and service-learning programs in a wilderness environment. Must be comfortable camping up to 4 days in wilderness environment. You must include hours per week worked. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that demonstrates you have the particular knowledge, skills, and ability to perform successfully the duties of a Volunteer Program Assistant, GS-07. Examples of specialized experience include: leading a diverse team to create inclusive youth and volunteer programs; leading youth and volunteer groups in wilderness setting; supervising staff in wilderness settings including assisting with trip logistics, incorporating safety practices, scheduling overnight trips for volunteers and youth groups. Should include experience navigating in wilderness and leading youth, volunteers and staff on trips overnight in wilderness. You must include hours per week worked. There is no substitution of education for experience at the grade level(s) of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
