This position is located with Bonneville Power Administration (BPA), in the Specialty Services (TFHS) organization of Construction and Maintenance (TFH), Transmission Field Services (TF), Transmission Services (T).
A successful candidate in the Heavy Equipment Operator position will operate all sizes and types of heavy mobile and stationary cranes and other equipment within the jurisdiction of the craft.
Duties
As a HEAVY EQUIPMENT OPERATOR you will:
Requirements
- Must be a U.S. Citizen or National.
- This employer participates in the e-Verify program.
- Males born after 12/31/1959 must be registered for Selective Service.
- Suitable for Federal employment, as determined by a background investigation.
- May be required to successfully complete a probationary period.
- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- Position is subject to initial pre-employment Drug Testing and random drug testing thereafter.
- This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position.
- Become familiar with and follow the safety practices of the BPA Accident Prevention Manual.
- Subject to call-out for emergency work at any time.
- Must possess and maintain a valid state issued U.S. Motor Vehicle Operator Authorization (driver's license). Possess and maintain a valid interstate commercial drivers license (CDL) from state of residence.
- Additional endorsements on valid driver's license may be required to operate assigned vehicles in compliance with state regulations. Traffic citations indicating poor driving habits may disqualify applicants.
- Must possess and maintain a valid Department of Transportation (DOT) Physical Card.
- Must possess and maintain a national crane certification up to and including 110 ton with telescopic booms fixed and swing cab.
- Obtain agency Access Permit within 30 days after appointment and maintain until issuance of Non-Electrical Worker Permit. Obtain and maintain an agency Non-Electrical Worker Permit within one-year of hire.
- Obtain and maintain within one year after appointment, a First Aid Card and a CPR Card.
- Operate motor vehicles, including sedans, pickups, tool trucks, stakebed trucks, and bucket trucks.
- If exposed to health hazards, have periodic physical examinations as determined by the BPA Medical Director at BPA expense.
- Employees will work in close proximity to substances, such as asbestos, acids, PCBs, pesticides, mercury, etc., which may have negative health effects unless proper safety handling procedures are followed.

WORKING CONDITIONS:
Work requires extensive travel throughout the BPA service area with considerable changes of temporary duty stations. Work is normally performed outdoors in all types of weather and includes travel on all road conditions. Work may be performed on steep, hilly terrain or soft unstable ground. Incumbents are frequently required to install or remove equipment in energized high-voltage yards. Working conditions may expose employee to falling objects. Hazards include working around energized equipment and equipment with moving or rotating parts, and exposure to dust, grease, oil and other debris. The work environment will occasionally include high noise levels or exposure to hazardous materials (e.g., mercury, acids, solvents, PCBs, etc.) that could, if precautions are not followed and personal protective equipment are not worn, pose a health risk. At times, work may be physically demanding. Emergencies, critical system conditions, or outage limitations may require that work be done at night or under time pressures. System priorities may require extended periods of overtime including working weekends.
PHYSICAL CONDITIONS:
Operates all sizes and types of heavy mobile and stationary cranes and other equipment such as graders, bobcats, backhoes, bulldozers and track hoes.
Operates large electric, gasoline, or diesel-powered (2-ton rated capacity or larger) with hydraulic or manual attachments.
Operates earth-moving equipment such as road graders, backhoes, bulldozers, power shovels, bobcats, ditch-witchs, dump trucks, and tilt trailer combinations.
Operates forklifts, bucket trucks, hydro cranes, and other material and manlift equipment.
Operates a variety of track-and-wheel-type gasoline or diesel-powered tractors.
Completes associated documentation required of the above listed tasks.
Drives 30 % of the time, depending upon location, in all weather conditions. Travels over rough, uneven and steep terrain.
OTHER REQUIREMENTS:
Participate in all training activities such as hazardous waste handling, oil spill containment and cleanup, and other environmental activities.
Be able to wear protective apparel such as respirators when required for worker safety.
Possess and maintain DOT permits required for transportation of equipment which exceeds height, length, width, or weight limitation regulations.
