The primary purpose of this position is to provide technical and clerical support in the Child Development Program.
Duties
Provides customer service to patrons and performs Manager on Duty tasks.
Performs clerical and administrative work in support of the program.
Completes financial paperwork, performs inspections, and completes reports.
Completes Non appropriated Fund (NAF) and Appropriated Fund (APF) Payroll.
Maintains waiting list for both Child Development Centers and places children in centers for care in accordance with Air Force Standards.

- This position requires a background check to determine suitability; As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and
- (b) if required, submit to urinalysis testing. The selectee must sign a statement acknowledging the position is identified as a TDP; Travel and relocation expenses are not authorized.
- This position is subject to provisions of the DoD Priority Placement Program; Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- Must provide evidence of required immunizations; and be able to successfully be completed required physical exam, including the ability to lift and carry up to 45 pounds.
- This position has been identified has having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094.
- An FBI fingerprint and State Criminal History Repository (SCHR) check will be completed on any person selected for this position. Installation Records Check is reestablished every five years.
- Must completed all required training, including but not limited to child abuse prevention, recognizing and reporting, customer service and appropriate guidance
- Disclosure of Political Appointments.
- Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
- Must be 18 years of age and hold a high school diploma or equivalent. Must be able to read, write and communicate in English; Work requires, but is not limited to, prolonged periods of sitting, standing, stooping, crouching, and reaching
- IAW,DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions.
- May be required to work an uncommon tour of duty to include training sessions and special openings conducted on the weekends and evening hours.
- Informs patrons, via e-mail distribution of upcoming parent involvement events, trainings, Parent Advisory Board meetings and other necessary information.
- Must possess maturity and good judgment and like working with young children and their families. Occasionally rotates through various program developmental functions and duties such as inspections and reports.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position may be designated mission essential based on local conditions. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized rules, procedures or operations of child care center to perform or explain a range of procedures and requirements in support of the child care center; performing a wide variety of specialized clerical and office automation support such as file maintenance, reservations, receiving calls, greeting customers, handling funds, monitoring sign in/out procedures, time cards, cash handling/fee collection, client contract preparation, orientations and various administrative support functions; knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports and spreadsheets.

EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of child development center operations including fire, health, and safety requirements to include the ability to conduct facility inspection in these areas.
2.Knowledge of an ability to interpret Air Force Instructions, DoD/MAJCOM directives, local policies and various regulations, practices, and procedures.
3. Knowledge of clerical procedures and ability to accurately complete, review and maintain records.
4. Ability to contend with a range of problems common to child development environment.
5. Ability to communicate effectively, both orally and in writing.
6. Ability to establish effective working relationships with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
