The Engineering Technician Drafting will be assigned to the Project Section, Facility Management Service (FMS), at the VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico.
Duties

Duties include, but may not be limited to the following:
Serves as an Engineering Technician in the Project Section of Facility Management Service, with the overall coordination of any assigned construction project.
Assists in performing and/or directing the survey and investigations at the project site to determine the condition of facilities and to secure necessary data prior to initiating design, evaluates the data obtained and incorporates the salient factors into design considerations and solutions.
Assists in evaluating design objectives, performs technical calculations, identifies most economical and efficient procedures for project design and performance considering all influences necessary.
Prepares detailed cost estimates for use in obtaining project funding and bid evaluation. ?
Works, prepares, draws and plots plans and specification for projects including drawings as-built plans and technical drawings for renovations in existing buildings or new projects.
Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments.
Consults with construction contractor personnel to resolve unforeseen problems and latent conditions developing during construction and based on the condition, prepares sketches or change drawings and specifications solving problem and incorporates these change documents into the contract performance documents.
Assists in reviewing and evaluating shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or receipt.
Participates in the planning and implementation of all preconstruction and post-activation changes relating to work-flow, space utilization and space assignments.
Work Schedule: Monday - Friday; 7:30am - 4:00pm.

Qualifications
SPECIALIZED EXPERIENCE : Specialized experience also includes: Do you have one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position? To be creditable, this experience must have been equivalent to at least the GS-8 grade level in the Federal Service. Specialized experience: having Knowledge and experience with inspection practices and procedures, safety practices in the construction industry; interpreting engineering and architectural plans and specifications; CAD drawings with software such as Autocad and/or Fastcad; ability to inspect utility systems, building, equipment, plans, and grounds for effective and economical operation; make cost and budget analysis and project operating costs on present rate expenditures; understanding of carpentry, painting, electrical, steam-fitting, and plumbing work; boiler plant operations including feed-water treatment, distribution, lubrication, heat transmission, and radiation.

EDUCATION: Have you successfully completed two (2) full years of graduate education or a master's degree directly related to the work of this position? This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPT REQUIRED)

COMBINATION OF EXPERIENCE AND EDUCATION : Equivalent combinations of specialized experience and successfully completed graduate education as described above to meet the total experience requirements to qualify at the GS-9 level (TRANSCRIPT REQUIRED)
