Duties

The primary purpose of this position is to serve as Senior Plans Technical Advisor, in the Plans Division, Plans and Policy Directorate (J5), Headquarters, USSPACECOM in directing strategic and operational plans officers conducting deliberate and crisis action planning activities. Subject matter expert (SME) on joint operational planning with DoD and the interagency community for operations related to space operations. Provides expertise on space operations plans, strategic assessments and contingency planning. Conducts and analyzes studies and technical assessments of space operations courses of action. Writes, develops, edits, and revises papers, formal briefings, instructional documents, meeting notes, articles, and formal documents in support of the USSPACECOM missions. Participates in and provides operational and technical expertise to the development of studies and working groups for the CJCS, CDRUSSPACECOM, and the Services on issues affecting the employment of terrestrial and space-based systems and any other military force that could be employed in USSPACECOM plans.

  • Work will occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology and political climate.
  • Position eligible for telework in a regular and reoccurring or situational status while requiring occasional visit to duty location based on the mission directive and discretion of the supervisor. Telework agreement must be signed.

(Cont.)Conditions of Employment: Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the Chairman, Joint Chiefs of Staff Joint Strategic Planning System(CJCS) processes and integrated mechanisms to conduct strategic assessments and provide unified guidance to the Armed Forces; expert knowledge of National and DoD strategies, policies and plans including, but not limited to, the Unified Command Plan, Guidance for the Employment of the Force, Joint Strategic Campaign Plan, National Defense Strategy, and the National Military Strategy and related national and DoD strategic guidance associated with national security. Comprehensive knowledge of Joint Operation Planning and Execution System policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to joint operation planning at the strategic and operational levels of warfare. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to joint operational planning at the strategic and operational levels of war. 2. Knowledge of the missions, roles, functions, and organizational structures, and operation of the DoD, CCMD, Joint Staff, and Service missions and organization to provide command level staff guidance, and effectively synchronize theater and global campaign planning to set conditions for execution of contingency plans. 3. Knowledge of USSPACECOM program goals and objectives, the sequence and timing of key planning and operational events and milestones, and methods of evaluating the effectiveness of planning actions related to command events; and the relationship of the various command entities involved in the overall program planning and execution of military planning and operations. 4. Knowledge of the President's National Security Strategy, Contingency Planning Guidance, Unified Command Plan, the SecDef's National Defense Strategy, the CJCS National Military Strategy, The National Response Framework, and related National and DoD strategic guidance related to national security. 5. Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution. 6. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing, with technical accuracy to negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
