This Acquisition & Utilization Specialist position is in Supply Chain Management service at the Boston VA Medical Center, with vacancies at the Jamaica Plain and West Roxbury, MA VA campuses. This position is full time at 40 hours per week,
Duties
The duties of this position include, but are not limited to:
Developing procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations;
Conducting analyses and recommends courses of actions to ensure that vision clinical and administrative service requirements have addressed considerations such as construction, budgeting, supporting manpower and other factors;
Providing training to the facility Contracting Officers on procurement policies and new processes and procedures related to procurement;
Establishing, expedites and reviews consolidation of all procurement packages including unique, emergent and complex requirements to meet timely and technical needs of assigned acquisitions;
Developing and conducting presentations/recommendations to leadership and other stakeholders to explain regulations and procedures;
Negotiating performance requirements among multiple sites and service lines in order to obtain agreement, standardize enterprise equipment, supply and/or service requirements in support of strategic acquisition plans;
Establishing and maintains controls to ensure that contracts are executed in accordance with terms;
Advising on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements and delivery order processes including requirements, definition, justification and approval for service contract extension, method of contracting, evaluation of proposals and all phases of contract administration; and
Monitoring quality assurance surveillance plans to ensure that contracted services meet the expectations and needs of the facility.

This position is covered by locality-based comparability pay.
Selectee may be required to work at any Manchester Healthcare System campus, as needed.
May be required to attend conference at other facilities or other VA sites on occasion.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensuring efficient allocation of resources for assets through the entire lifecycle; Determining, formulating and recommending operating policies relative to the management of material; Planning and coordinating with fiscal, acquisition, clinical and administrative operations in the managing and integrating of supply chain operations; Overseeing the planning and coordination of periodic inspections, inventories and change of hand receipt accounts.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 years of graduate level education, may be used to qualify applicants for positions at grades GS-11. The education and experience must be directly related to the work of the position to be filled.

Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits; This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers.
