This position is located in the Railroad Retirement Board's Disability Benefits Division, Post Section. The incumbent develops, analyzes, and evaluates records of physical examinations, medical treatment, employment, vocational experience, etc., in connection with applications for disability benefits. This job announcement may be used to fill one or more vacancies. This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board.

Duties

As a Railroad Retirement Claims Examiner (Disability), you will: Develop, analyze and evaluate reports of physical/mental/psychological examinations and clinical tests, medical treatment, hospitalization, employment, education, daily activities, vocational/work experience, and rehabilitation in connection with applications for disability benefits under the Railroad Retirement Act (RRA) and for periods of disability under the Social Security Act (SSA). Make single and joint disability freeze determinations in accordance with SSA statues and disability concepts. Review and approve or disapprove disability and freeze determinations made by other examiners. Perform continuing disability reviews to determine a claimant's current physical or mental condition and ability to engage in substantial gainful activity. Request additional evidence, and order examinations through contractor. Review completed reports for adequacy, request additional information, and process complete and approved reports for payments utilizing the Federal Management Integrated System (FMIS). Respond to inquiries on disability matters from claimants, field offices, the Social Security Administration, attorneys, family members, Congressional offices and other interested parties via telephone, electronic media or letter. Serve as technical specialist to lower graded examiners.

  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • All candidates are expected to reside within the local commuting area of the closest field office location listed in this job announcement.

Qualifications

Minimum Qualifications for GS-12 level: One year of specialized experience equivalent to the GS-11 grade level in the Federal service Specialized experience is defined as experience in the development, examination, investigation, adjudication, or authorization of claims for disability retirement, disability and death compensation, or administrative or other experience in the analysis development or review of a disability and death compensation program, or a disability retirement program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience obtained by the closing date of this announcement will be considered. Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level).
