The primary purpose of this position is a developmental position with known promotion potential to the target position of 773 CES/CEOER, Electrical Engineer, GS-0850 (24)-12, 9M9G055. Incumbent works closely with supervisor in performing duties identified in full performance standard core personnel document/core document.
Duties
Performs O&M engineering involving maintenance, repair, upgrade, and operation of electrical circuits, equipment, and systems to infrastructure facilities, including utility systems, at a large and complex military installation utilizing a professional knowledge of electrical engineering.
Determines short- and long-range requirements for replacement of existing complex and major electrical systems, equipment, etc.
Serves a consultant on all electrical engineering aspects of O&M projects and provides electrical engineering support to trades and crafts shops.
Coordinates projects with engineers in other disciplines or with architects.
Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
In conjunction with the primary duty of O&M, on a less frequent basis performs work in the construction management, design, and programming/base development functions.

- This position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal time when the base is closed or delayed reporting and remain on duty during phased or early release.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- May be required to serve on A and E selection boards.
- May act as project liaison with the Army Corps of Engineers or other design agencies as required.
- May be required to serve as the Base Energy Conservation Manager or Traffic Manager.
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.

THIS IS A DEVELOPMENTAL POSITION WITH KNOWN PROMOTION POTENTIAL TO THE TARGET POSITION OF GS-0850-12 WITHOUT FURTHER COMPETITION.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Electrical Engineering Series 0850 (opm.gov)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-07: You qualify for this grade level if you meet one of the following experiences and/or education requirements.
Specialized Experience:
at least one year of specialized experience, equal or equivalent to the GS-05 grade level, which includes professional knowledge of electrical engineering concepts and principles as well as the ability to apply standard electrical engineering practices, methods, and techniques to perform following specific instructions, relatively routine project, or a portion of a larger and more complex project. Knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. Familiarity with related engineering disciplines, particularly structural and mechanical.
Education: you must have:
1 year of graduate-level education or superior academic achievement.
Or you can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
For the GS-09: You qualify for this grade level if you meet one of the following experiences and/or education requirements.
Specialized Experience:
at least one year of specialized experience, equal or equivalent to the GS-07 grade level, which includes professional knowledge of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects; knowledge of state and local jurisdictions over use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; knowledge of the installation/command mission and organization.
Education: you must have:
2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree
Or you can also qualify based on a combination of higher-level graduate education and experience. NOTE: This must be fully supported by your resume and transcripts, provided with your application.
For the GS-11: You qualify for this grade level if you meet one of the following experiences and/or education requirements.
Specialized Experience:
at least one year of specialized experience, equal or equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience include professional knowledge and abilities applicable to a wide range of electrical engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering discipline and architecture as they relate to engineering design. Broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services.
Education: you must have:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
Or you can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
CONTINUES ON ADDITIONAL INFORMATION:
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 for the GS-07, one year at the GS-07 for the GS-09, one year at the GS-09 for the GS-11, one year at the GS-11 for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of electrical engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture; a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards; and the operations, products, services, needs, and goals of O&M programs and assigned organizations and related customers, functions, resources, and users.
2. Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Knowledge of program planning and budgeting cycles, financial control and budget systems, and management; and of environmental principles, practices, procedures, laws, regulations, and current legislative issues.
6. Ability to plan, conduct, and record site/facility surveys and inspections; research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; plan and organize work and coordinate with other engineering disciplines and architects; and to communicate effectively both orally and in writing and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
