Duties

The primary purpose of this position is: To serve as a command headquarters level senior program analyst applying operations and maintenance experience to identify, analyze, document, verify, advocate and represent AFGSC's resource planning, programming, and executing modernization program requirements. To manage AFGSC force development concepts. Provide operations inputs and requirements to AFGSC A2, A4/7, A5/8, A6, A9 programs and provide A3/6 updates on program status. 1. Applying Air Force military operations and maintenance experience, identify, analyze, document, verify, advocate and represent AFGSC's future concepts resource planning, programming, and executing modernization program requirements. 2. Participates in and documents planning and programming decisions/recommendations in appropriate formats to meet Air Force and Major Command requirements. 3. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. 4. Prepares and delivers oral presentations such as briefings, working group sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications

This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 AIRCRAFT OVERHAUL FAMILY. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to do the work without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, foreign military sales, acquisition, weapon system/training device upgrade/modification, special operations, rescue, or similar operations. 2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of DoD acquisition and Lifecycle Logistics processes. 3. Knowledge of the application of Air Force long range strike and the nuclear enterprise expertise as it applies to assigned programs and assigned weapons systems to include B-1s, B-2s, B-52s, UH-1Ns, ICBMs and their associated command, control, and communications. 4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. 5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships to include the ability to plan, conduct and analyze large multi-agency program and equipment evaluations. OTHER SIGNIFICANT FACTS: 1. Occasional travel by military or commercial air to conferences, meetings, and other functions away from the duty site is required. 2. AF military conventional and nuclear operational and maintenance experience is critical to the successful performance of the work. 3. Must be able to obtain and maintain a Top Secret clearance with Sensitive Compartmented Information access. 4. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. FUNCTIONAL REQUIREMENTS: Heavy lifting (80 lbs and over). Heavy carrying (45 lbs and over). Reaching above the shoulder. Use of fingers. Both hands required. Hours of walking are approximately 4 Hours/day. Hours of standing are approximately 4 hours/day. Hours of repeated bending are approximately 4 hours/week. Climbing, use of legs and arms. Both legs required. Operation of special purpose and/or motor vehicles. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Depth perception. Ability to distinguish basic colors. Ability to distinguish shades of color. Hearing (with or without aid permitted). If it can be otherwise accommodated, a specific physical condition or impairment will not automatically disqualify a candidate. ENVIRONMENTAL FACTORS: Work is performed in hangar areas, outdoors, in aircraft, and sometimes in hazardous noise areas. Exposed to extremes in heat, cold, humidity and inclement weather. Must work in confined areas and in awkward positions. Exposed to bodily fluids, dirt, grease, and aircraft fluids (oil, hydraulic, fuel, sealants, solvents, and hazardous fluids and gases). Potentially exposed to Hydrazine, Halon, and/or composites and Low Observable (LO). Subject to cuts, bruises, muscle strain, and injury from falls off scaffolds, ladders, and aircraft surfaces. Slippery or uneven walking surfaces. Working around machinery with moving parts. Working around moving objects or vehicles. May be exposed to intake suction and hot exhaust blast. Working closely with others. Working alone. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
