This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Kansas City District, Corps of Engineers, Kansas City, Missouri is one of the world's premier public engineering organizations, capable of providing a full spectrum of engineering services.
Duties
Operates riding mowers and mower equipment with multiple and independently controlled cutting decks, such as zero turn riding mowers; tractors with three-point, eight-foot mower attachments; tractors and batwing mowers.
Cuts limbs, trees, and clears bushes and shrubs requiring the use axes and chain saws.
Digs ditches and trenches with pick and shovel where dirt is hard and compact.
Performs grading and sloping and occasionally breaks up pavement and concrete with jackhammer.
Sets forms, mixes, and pours concrete.
Assists in the construction and landscaping of campsites and picnic sites.
Prepares ground, lays sod, plants and transplants a variety of plants and shrubs consistent with a planting pattern and/or design.
Loads and unloads heavy (e.g., objects weighing in excess of 80 pounds) boxes, bulky supplies and material to and from trucks, pullies, etc.
Constructs wooden sign frames, replaces or repairs aged, damaged or missing signs, and sets signposts.

Minimum Qualifications (Screen Out Element): Ability to do the work of a LABORER ~ without more than normal supervision. I have the ability to perform common Laborer duties involving grounds maintenance activities. I can operate equipment such as power mowers, power trimmers, power edgers, powered weed-eaters and related hand tools to perform grounds maintenance work. I am able to load and unload heavy (e.g., objects weighing in excess of 80 pounds) boxes, bulky supplies and material to and from trucks, pullies, etc and place where directed. I am experienced in digging ditches and trenches with pick and shovel where dirt is hard and compact. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. My resume reflects current or past experience performing these tasks. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Work in this position exerts very heavy physical effort in lifting and carrying objects, e.g., cartons, boxes and sacks weighing in excess of 80 pounds. Operates large, riding mowers on steep grades and in areas with visible obstacles that require significant maneuvering and lever control. Cuts trees with an ax or chain saw, digs ditches or trenches with pick and shovel, and pushes wheelbarrows of cement, asphalt and other materials.
Working Conditions: The position works outside in a variety of weather and inside in areas that may be dusty, drafty, dirty and noisy. Employee is frequently subject to cuts, bruises, muscle strains and sprains and to an occasional chance of serious injury (e.g., broken bones or back injuries). The use of equipment, tools and tasks frequently require extreme care and use of safety gloves, ear plugs, and safety glasses to avoid such serious injury while using tools and equipment.
