This position is located within a National Forest. The primary purpose of this position is to assist in the development and scheduling of annual work plans and the execution of field operations relating to the unit's Recreation program (developed & dispersed sites, OHV program, Forest Protection, trails, special uses, etc.).

Duties

Assist in development of long-range plans to manage recreation resources within developed and dispersed recreation sites. Identifies potential problems arising from changing use patterns and new activities and recommends mitigation strategies. Assist in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies. Participate in the development of annual work plans. Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies for assignments. Recommends settings for proposed recreation facilities and provides information about the characteristics of each area. Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Coordinates group visits with operational personnel and communicates schedules and requirements for logistical support. Recruits and trains volunteers. Serves as COR, determining when contracting is the best means to complete a project and inspecting final work. Works with contracting personnel to describe the job and develop specifications and a bid package. Inspects recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. As Collection Officer for recreation sites, collects fees, counts, reconciles money collected, and ensures deposits are made appropriately. Maintains developed roadside and backcountry sites, as well as recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters, and other miscellaneous structures. Assists in the development and the accomplishment of the district's OHV program within the framework of existing planning documents. Patrols OHV use areas to ensure areas are operated, used, and maintained in accordance with the recreation plan and other planning documents. May prepare for review by supervisor, environmental documents for OHV projects and special use events. Monitors, inspects, and reports on contracted operations for compliance with contract provisions. Jointly prepares, administers, and inspects OHV outfitter guide permits. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions. Responsible for preparation and administration of recreation event special use permits. Monitors permittee compliance with special use permits. Prepares annual trail operating plans and implements trail, bridge construction and reconstruction projects. Develops and monitors the logistics required for completion of recreation projects. Provides technical assistance in sampling and inventories designed to measure visitor use and impacts and ensures accurate statistics for reporting visitor use information. Updates database by collecting and entering data. Serves as a Forest Protection Officer (FPO). Issues notices of field violations when violations of regulations are encountered. Conducts investigations, collects evidence, and prepares case reports on violations. Assist in enforcing Federal Regulations and to protect life and property. Coordinates enforcement activities with local FS law enforcement personnel. May inspect recreation residences documenting findings and making contact with permittees. Plans work to be accomplished by unit, assigns work, and establishes production standards. Establishes and communicates performance requirements, conducts formal performance reviews, and identifies and provides for training needs of employees. Resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. GS-06: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-5). GS-06: there is no substitution of education for this position. Examples of specialized experience include: Planned and implemented the logistics required for completion of recreation projects, such as trail maintenance and reconstruction projects; performed site maintenance, including cleanup and naturalizing at widely dispersed sites; lead or coordinate a small crew of volunteers to accomplish recreation maintenance and construction projects; patrol forest areas to enforce federal regulations and assist with the enforcement of off-road vehicle restrictions. Worked as a Forest Protection Officer (FPO) or similar; writing incident reports or violation notices as needed; providing input for special recreation permits and on occasion monitoring special recreation events for compliance to permit stipulations; developing restoration projects; and participating in recreation plan development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
