About the Position: This position is with the Civilian Human Resources Agency, Civilian Personnel Advisory Center in New York, NY. This position can be filled as a GS-07 target GS-11; GS-09 target GS-11 or as a GS-11.

Duties

Apply Human Resources (HR) methods, principles and evaluative methods sufficient to advise on problems which are typically precedented in nature. Provide HR management advisory and technical services on substantive organizational functions and work practices. Use analytical methods to identify, evaluate and recommend to management appropriate HR solutions. Utilize HR case law, principles, practices and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues. Research substantive decisions and/or legal opinions that various courts and administrative bodies have rendered relative to assignment. Exercise a wide range of negotiation procedures and techniques. Use conflict resolution techniques to interact in occasional highly charged emotional situations. If selected at the GS-07 or GS-09 grade level, the above duties will be performed in a trainee capacity.

Specialized experience is defined as: For the GS-11: To qualify based on your work experience, your resume must describe at least one year of specialized Human Resources (HR) experience at or equivalent to at least the GS-9 grade level in the Federal service which includes; 1)The ability to interpret and apply a wide range of Human Resources (HR) regulations, principles and laws; 2) Ability to provide HR services and conduct detailed analyses of complex functions to management and employees throughout the serviced organizations and 3) Provide HR management advisory and technical services on functions and work practices using analytical methods to identify and recommend appropriate solutions. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-09: To qualify based on your work experience, your resume must describe at least one year of specialized Human Resources (HR) experience at or equivalent to at least the GS-07 grade level in the Federal service which includes the ability to apply fundamental Human Resources (HR) methods, principles and practices and standardized analytical and evaluative methods and techniques sufficient to advise on moderately complex, non-controversial and/or recurring issues. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. For the GS-07: To qualify based on your work experience, your resume must describe at least one year of specialized Human Resources (HR) experience at or equivalent to at least the GS-05 grade level in the Federal service which includes a basic knowledge of the principles and practices of the Human Resources specializations sufficient to perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher level assignments; communicate factual and procedural information clearly and gather basic facts. OR Education; One full year of graduate level education or superior academic achievement from an accredited institution in any field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9.
