This position is located in the Health Administration Service (HAS) and is responsible for performing overall administrative management for HAS. The Administrative Officer (AO) serves as a liaison for the Service to other personnel in the facility and reports to the Medical Administration Officer at the Health Administration Service (HAS) at the Veterans Healthcare System in Tomah. WI.
Duties

Duties will include, but may not be limited to the following:
Reviews, interprets and implements administrative policies and provides advice to top management on related issues.
Assists the Medical Administration Officer and supervisors in preparing, providing input, and updating policies and procedures including staffing plans Medical Cost Accounting (MCA) mapping, position management committee (PMC), and other requests.
Submits monthly labor mapping changes to Managerial Cost Accounting.
Maintains administrative systems and prepares administrative paperwork. Collects, inputs, maintains, and analyzes data from programs within HAS to include statistical information on monthly patient workload and productivity data.
Manages and prepares responses to correspondence received from a variety of sources including congressional inquiries, patients and patient's family concerns, and other requests for information.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and programs.
Monitors corrective action and follow-up reports necessitated by Joint Commission and other internal or external reviews, including tracking, following up, and evaluating corrective actions outlined in service minutes, management briefings or issues as identified by Senior Leadership.
Assists in researching and providing information to the Administrative Executive Council and other medical center councils/committees and improvement teams.
Tracks and maintains HAS equipment inventory listing.
Assists Medical Administrative Officer and supervisors with human resource initiatives, such as recruitment requests and the interview process. Develops position management requests for the service line vacancies and/or new positions. Assists in the development of position descriptions, functional statements, and organizational and functional charts. Assists with gathering and submitting performance reviews for HAS employees to Human Resources at the end of the rating period.
Performs timekeeper duties.
Provides data/information for the budgeting and financial management. Responsible for the direction and oversight of Fund Control Points and for special purchase needs within the service line. Participates with manager in reviewing office needs, plans and goals to develop budget data and justification for review and approval. Prepares annual service line budget for HAS service line manager approval and submission to fiscal office and responds to questions. Directs and implements execution of allocated funds following budget approval.
Coordinates all aspects of contracts for burials and service equipment as the Contracting Officer Representative (COR)for the service line.
Performs other related duties as assigned.

Qualifications
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience includes applying analytical and evaluative methods/techniques to analyze administrative and operational functions to include budget and fiscal projections, personnel, resource management, procurement, contracting; skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access, and databases to extract and organize data, produce letters and a variety of working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products; and presenting in-person and written communications/recommendations effectively. -OR-
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate education (in excess of one year) combined with related specialized experience may be used to meet total qualification requirements.
