This position is located within a National Forest. The primary purpose of this position is responsible for assisting in the development and scheduling of annual work plans and the execution of field operations relating to the unit's Recreation program (developed & dispersed sites, OHV program, Forest Protection, trails, special uses, etc.).

Duties

Assist other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Identifies potential problems arising from changing use patterns and new activities and recommends strategies to deal with them. Participate in the development of the units annual work plans. Assist in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies. Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies for specific assignments. Assist in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites. Monitors the scope of the approved operating plans. Gathers, complies, and recommends improvements for developed and dispersed recreation sites on the unit. Coordinates group visits with operational personnel and communicates schedules and requirements for logistical support. Recruits and trains volunteers. Serves as COR determining when contracting is the best means to complete a project. Works with contracting personnel to describe the job and develop specifications and a bid package. Serves as inspector and contracting officer's representative on service contracts insuring work is completed properly. Inspects recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. As Collection Officer for recreation sites, collects fees, counts, reconciles money collected, and ensures deposits are made appropriately. Maintains developed sites e.g., roadside and/or backcountry dispersed sites. Makes repairs, removes, or replaces facilities, or closes areas of facilities when hazards cannot be promptly eliminated. Maintains District recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters, and other miscellaneous structures. Where applicable, maintains and assists in the renovation of Recreation Rental Cabins. Prepare annual updates of work needed and cost to bring site conditions and operation up to full standard. Naturalizes sites where necessary in order to control use and prevent resource damage. Assists in the development and the accomplishment of the district's OHV program within the framework of existing planning documents. Patrols OHV use areas to ensure areas are operated, used, and maintained in accordance with the recreation plan and other appropriate planning documents. May prepare for review by supervisor, environmental documents for OHV projects and special use events. Develops and monitors the logistics required for completion of recreation projects associated with trail maintenance and reconstruction. Participates in the identification and planning for future trail construction, reconstruction, maintenance, and restoration projects. Serves as a Forest Protection Officer (FPO). Issues notices of field violations when violations of regulations are encountered. Conducts investigations, collects evidence, and prepares case reports on violations.

Qualifications

Examples of specialized experience include: Planned and implemented the logistics required for completion of recreation projects, such as trail maintenance and reconstruction projects; performed site maintenance, including cleanup and naturalizing at widely dispersed sites; lead or coordinate a small crew of volunteers to accomplish recreation maintenance and construction projects; patrol forest areas to enforce federal regulations and assist with the enforcement of off-road vehicle restrictions. Worked as a Forest Protection Officer (FPO) or similar; writing incident reports or violation notices as needed; providing input for special recreation permits and on occasion monitoring special recreation events for compliance to permit stipulations; developing restoration projects; and participating in recreation plan development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
