This position is located within a National Forest. The primary purpose of this position is to perform on-the-ground management of the Off-Highway Vehicle (OHV) program and assists with administration of a variety of special use permits.

Duties

Assists in the development and the accomplishment of the district's OHV program within the framework of existing planning documents. Patrols OHV use areas to ensure areas are operated, used and maintained in accordance with the recreation plan and other appropriate planning documents, and prepares for review by supervisor, environmental documents for OHV projects and events. Participates in the development of recreation plan for developed and dispersed recreation sites, and in planning for recreation and wilderness area maintenance, rehabilitation, reconstruction, and construction projects. Implements and manages the OHV recreation program, including but not limited to, identifying and conducting maintenance and reconstruction of OHV routes. Recommends specific requirements for use of OHVs and the proposed recreation facilities. May work with others in the development of budget data for the new and developed recreation sites and trails for OHVs. May supervises volunteers to accomplish necessary trail maintenance, bridge construction/reconstruction, and OHV unit projects/activities. Conducts surveys, developing projects plans and cost estimates, and making recommendations for improvements. Monitors contracted operations for compliance with contract provisions. Jointly prepares, administers and inspects OHV outfitter guide permits. Issues notices of field violations when violations of regulations are encountered. Conducts investigation, collects evidence and prepares case reports on violations. Serves as a Forest Protection Officer (FPO). Operates and maintains assigned vehicles, motorcycles and ATV, trail maintenance and specialized equipment. Enforces Title 36 CFR requirements. Provides supervision and training of all personnel in preparation for operation of equipment. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions. Monitors, inspects, and reports on contracted operations for compliance with contract. Assures that recreation fees are collected for all fee areas and that the funds are accounted for and transmitted to the appropriate unit. Enforces all regulations and rules of law. May appear before third party at hearings. Provides public information and interpretive services, including detailed information concerning recreational opportunities. Educate OHV users on potential resource damage caused by illegal use. Serves as liaison with community organizations and interest groups to stimulate interest in and utilization of forest recreation facilities. Participates in the preparation and administration of recreation event special use permits. Monitors permittee compliance with special use permits. Requests immediate corrective action where public health and safety are involved. Confers with supervisor before soliciting volunteers. Provides general information to volunteers prior to their acceptance, during training, and while they perform their duties. Leads employees in performance of their duties. May implement and manages recreation operation and maintenance plans for developed and dispersed recreation sites. Responsible for taking action to correct any deficiencies within the approved operating plan. Implements corrective measures or recommendations to improve the administration of recreation programs. Responsible for gathering the necessary information for project proposals, reports, surveys, and other needs by making on-the-ground field inventories, use counts, time studies, etc. for the development of new recreation sites. Gathers necessary data and recommends a course of action or placement of facilities. Monitors and assess recreation facilities and the condition of the facilities and sites. Conducts Limits of Acceptable Change (LAC) studies, interpreting findings, making recommendations, and suggesting alternative methods for meeting objectives and complying with policies.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. GS-5: Applicants must have one year of specialized experience equivalent to at least GS-4 grade level; OR a bachelor's degree or 4 years of successfully completed education above high school (120 semester/180 quarter hours) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources, outdoor recreation management, civil or forest engineering, or wildland fire science (no more than 6 semester hours in mathematics is creditable); OR combinations of successfully completed post-high school education (in excess of the first 60 semester/90 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience include: Providing information on resource management practices and recreation regulations, opportunities, and restrictions; ensuring recreation areas and trails were maintained in accordance with standards; and performing crew-based forestry related support work, such as for recreation or trail maintenance projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
