You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Human Resources Division of CARDEROCK DIV NS. The salary range shown above represents all of the positions within the NT-04 and NT-05 bands, including GS-14 equivalent (high grade) positions. The full performance level of NT-05 pay band is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently highest rate of $145,617).

Duties

You will serve as a Lead Human Resources Information Tool Database (HRIT) Administrator and as a senior analyst to the HRD. You will conduct quality assurance activities, provide recommendations and revision to programs and documents as well as advice on work methods, practices and procedures. You will resolve issues and validate programming requirements within areas of responsibility by monitoring and reporting on status/progress of work and reviewing completed work. You will demonstrate expert knowledge of Defense Civilian Personnel Data System (DCPDS) data based on organizational mission and functional requirements. You will be responsible for providing data analysis and design to support information requirements; and develop, deploy, maintain, and update applications as required satisfying mission requirements. You will coordinate with personnel to ensure primary databases that "feed the organizational structure portion" of ERP (including DCPDS and TFMMS) are maintained and updated. You will work with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. You will demonstrate expert knowledge of Navy Working Capital fund reorganization management to include ERP, DCPDS, and TFMMS updates.

Qualifications

FOR NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing advice and guidance on human resources (HR) information system issues, concepts, structures, and procedures between multiple systems and make recommendations for solutions or updates that comply with legal and regulatory requirements. FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-03 (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and managing data for human resources (HR) information systems to troubleshoot issues and make recommendations for solutions or updates. Education

FOR NT-04

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A. Successful completion of a Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
B. Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR

D. A combination of experience and graduate education as described above that equates to one year of experience.
