The incumbent of this position serves as a Civil Engineer and team member of the Pentagon Force Protection Agency (PFPA) Antiterrorism Force Protection (ATFP) Division assessment team providing expertise in the evaluation of infrastructure and structural dynamics of the Pentagon Facilities within the NCR.

Duties

Incumbent typical work assignments may include the following: The employee analyzes the infrastructure and structural engineering requirements of the Pentagon Facilities being assessed, and develops the conceptual design and quantitative criteria for complex structural systems that involve the effects of dynamic loads or the use of very highly complex frameworks. Determines facility elements involving advanced principles, using calculations and materials in novel and/or difficult situations, and resolves controversial economic and scheduling problems. Monitors project designs for unique infrastructure and structural engineering projects involving large monetary expenditures. Conducts and validates special studies including economic analyses in the structural engineering environment to determine need for modernization or alteration to meet mission changes and new or increased demands. Develops criteria, standards and techniques to guide and assist engineers and architect-engineer firms in handling the dynamic response and design of structures, and the analysis and design of difficult and unusual frameworks.

OR Combination of education and experience: College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration of licensure -- Current registration as an Engineer Intern (El), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in he physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g .. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Utilizing engineering design and construction methods in the management and development of studies and designs prevalently in the area of civil engineering; and developing technical Statements of Work, project cost estimates, project life cycle costs, construction change orders, or performance standards; and Assisting with the preparation of budget plans and justifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible.
