You will serve as an Engineer in the of Fleet Engineering Branch; Fleet Support & Systems Assessment Division; USW Weapons, Vehicles & Defense Systems Department NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. ND-04 is equivalent to GS-12/13. ND-05 is equivalent to GS-14/15.

Duties

You will serve as the Lead In-Service Principal Systems Engineer responsible for the Fleet delivery and introduction of new production and upgrades to heavyweight torpedo weapon systems, components, or ancillary equipment. You will formulate, define, and modify overall objectives and requirements. You will be responsible for the overall program definition, organization, and direction including the development of long and short range plans and budgets and execution of tasking to meet financial and schedule requirements. You will serve as the recognized expert and technical authority for Heavyweight Torpedo systems and subsystems and represents NUWCDIVNPT on high-level committees, Integrated Product Teams (IPTs), and at technical and programmatic meetings. You will provide expert technical advice to senior civilian and naval officers and will be relied upon to provide advice in areas where other experts disagree. You will lead a diverse team of engineers, scientists, and technicians across numerous Warfare Centers and the MK48 Heavyweight Torpedo Intermediate Maintenance Activities. You will coordinate activities for multiple projects; and provide the day-to-day technical expertise, direction, and adjudication of technical issues. You will work across a broad range of Heavyweight Torpedo systems development to include technology assessment, acquisition, production, and in-service phases. You will mentor engineering and scientific personnel, and ensure all efforts are performed with the appropriate technical rigor to ensure product quality.

FOR THE ND-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer leading teams or projects for the design, development, test & evaluation, integration, or in-service engineering of undersea warfare combat/weapon systems. FOR THE ND-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer conducting design, development, test & evaluation, integration, or in-service engineering of undersea warfare combat/weapon systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A, Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
