About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6KRAA US ARMY FUTURES AND CONCEPTS CENTER. Serve as a multi-discipline Security Specialist.

Duties

Evaluate physical security program operations for efficiency and effectiveness. Remain current with industry advances in security and protection devices (e.g., fencing, locking mechanisms, lighting, intrusion detection systems, etc.). Conduct on-site visits to advise on physical security measures, enhance uniformity of operations, ensure compliance with provisions of all applicable regulations, and validate adherence to security standards. Provide advice on physical security program areas including crime prevention, Command Security Upgrade Program (CSUP), anti-terrorism, demonstration activities, requests for intrusion detection systems, and similar issues and activities. Develop and implement policies and procedures for the personnel security program, review requests for clearances and special accesses, interview nominees and employees, and request an investigation from the appropriate organization. Provide advice and assistance on foreign disclosure, industrial security, information systems security, counterintelligence, foreign officer contact program, anti-terrorism and force protection, and sensitive compartmented information security. Manage the Personnel Security, Information Security, background investigations to include Foreign Disclosure and Force Protection. Conduct security in and out processing; conduct personnel security inspections.

Requirements

  • Two year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Specialized experience is defined as experience which includes: (1) administering a multi-disciplined security program that includes providing guidance and assistance in two or more of the following security discipline areas: Personnel Security (PERSEC), Physical Security (PHYSEC), Foreign Disclosure (FD), Industrial Security (INDUSEC) and Information Security (INFOSEC ; and (2) conducting security inspections any of the above security discipline areas. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. OR Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Intelligence and National Security; Security Management; National Security; International Security; Homeland Security; Strategic Security, etc. OR Possession of the specialized experience as described above, but less than one year; and completion of at least two years of graduate education as described above, but less than the required three years. Compute the percentage of the requirements that you meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).
