You will serve as a HR Specialist (Employee and Labor relations) of CNSSC FLD DET MECH PA.

Duties

You will develop approaches to labor relations, labor management partnership, alternative dispute resolution, bargaining and facilitation in order to address organizational issues. You will provide guidance on the application of collective bargaining agreements, grievance processing and resolution under negotiated procedures consultations and negotiations. You will interpret status, rules and regulations and case law You will develop innovative approaches and solutions to complex and difficult issues and problems associated with the development, improvement and acceptance of employee and labor relations program. You will analyze employee relations problems and recommend a course of action that meets organizational needs in compliance with regulations.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized HR Specialist (Employee and Labor Relations) experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying knowledge and skill of fundamental Human Resources Management principles, practices, techniques, and problem-solving methods sufficient to provide advice and assistance to employees and managers on moderately difficult, precedented and/or recurring cases including program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution and work that involves establishing and maintaining effective relationships with labor organizations that represent employees, negotiating and administering labor agreements/collective bargaining agreements, and providing guidance and consultation to management on a variety of employee and labor relations matters. Examples of Specialized Experience include: 1) Applying knowledge of labor relations concepts, principles and practices, including non-traditional collaborative approaches to labor relations, labor-management partnership, alternative dispute resolution, interest-based bargaining and facilitation to provide staff advisory services; 2) Identifying and analyzing numerous facts and allegations to determine accuracy and applicability to assigned cases; 3) Providing guidance on the application of collective bargaining agreements, grievance processing and resolution under negotiated procedures, consultations and negotiations; 4) Analyzing employee relations problems/situations and assist in recommending courses of action that meet organizational needs and are compliant with controlling statues, regulations, policies and labor contract agreements; 5) Evaluating and analyzing a variety recurring problems associated with casework and provide advice and guidance to other personnel management advisors and management officials. GS-09: Your resume must demonstrate at least one year of specialized HR Specialist (Employee and Labor Relations) experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector applying basic knowledge and skill of fundamental Human Resources Management principles, practices, techniques, and problem-solving methods sufficient to assisting higher graded personnel in providing advice and assistance to employees and managers on cases including program administration, research, and/or case management in matters related to conduct, performance, attendance, and/or dispute resolution and work. GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
possess a Ph.D. or equivalent doctoral degree, LL.M,
OR
have completed three full years of progressively higher level graduate level education leading to such a degree.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
possess a master's or equivalent graduate degree, LL.B, J.D.
OR
have completed two full years of progressively higher graduate level education leading to such a degree.

GS-09 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
