About the Position: Serves as the senior Public Affairs Specialist for the Public Affairs Office, U.S. Army Garrison, Presidio of Monterey, with responsibility for assisting the Chief/Director of Public Affairs (PAO) in executing all public affairs activities at the Presidio of Monterey. Serves as the senior media officer with primary responsibility for the Garrison and POM media relations, and public information programs.
Duties
Establish and maintain effective working relationships with print and broadcast media representatives and special interest groups by responding to inquiries about the installation's operations and activities.
Arrange press conferences, media tours, and interviews with Garrison and Installation subject-matter experts.
Write and review articles, news releases, statements, responses to inquiries and other special material which can include controversial and sensitive matters.
Synchronize with the command and other personnel to establish effective means of communication on various channels and official social media platforms.
Measure, analyze and report on performance of social media posts deriving actionable insights to improve performance, conversion rates, and loyalty and increase awareness among core audiences.
Plan, develop, promote, communicate and implement public affairs programs, projects and activities.
Tailor articles, according to each platform as it relates to coverage of an event or issue to align with command messaging and communication strategy.
Arrange for media visits with subject matter experts and/or projects within and throughout the command.
Plan, develop and execute a comprehensive community relations program ensuring the garrison command is represented and visible with appropriate local community groups and events.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Secret security clearance is required.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which includes; 1) Developing news articles/informational materials; 2) Writing articles to be published on social media sites, such as Facebook, Twitter, Instagram and YouTube; 3) Working as a member of a public affairs team to develop proactive responses; and 4) Communicating the organization's mission to an audience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
