Duties

You will develop complete working drawings and specifications for ?design bid build? projects and development of Request for Proposal (RFP) for ?design build? projects. You will be responsible for providing design support prior to construction award and providing the successful management of any and all post award aspects of the construction portion for the projects assigned. You will use energy modeling software (i.e. Auto desk software, Microsoft Office, mechanical engineering design, analysis software) to assist with producing proposed design drawings and specifications for mechanical and utility systems. You will exercise such field supervision as is necessary to ensure that the construction program is carried to successful conclusion effectively, thoroughly, and efficiently. You will coordinate with other technical disciplines to ensure that all technical areas are covered, and that total building design objectives and schedules are met. You will serve as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Occasional overtime is required but not guaranteed on a regular basis.

Qualifications

This position has a Selective Placement Factor (SPF) for the GS-13 grade level that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) by any state in the U.S., the District of Columbia, Guam, or Puerto Rico is required. NOTE: You must submit a copy of your current registration with your application to be considered for this position GS-13: In addition to the Basic Education Requirements and SPF for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Develops or conducts development of complete working drawing and specifications for "design bid build" projects and development of Request for Proposal (RFP) for "design build" projects; 2) Responsible for providing design support prior to construction award and provides the successful management of any and all post award aspects of the construction portion for the projects assigned; 3) Exercises such field supervision as is necessary to insure that the construction program is carried to successful conclusion effectively, thoroughly, and efficiently; 4) Directs in-house teams and/or Architect-Engineer (A-E) contractors responsible for studies; design of projects through concept development; preparation of both final "design bid build" and "design build" construction bid documents and provides construction support. NOTE: This experience must be fully supported by your resume. GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Reviewing shore facilities mechanical engineering design submittals to provide subject matter expert acceptance recommendations to officials; 2) Tracking the progress of projects to ensure that they are kept within budget and that the drawings and specifications are completed within allotted design schedules; 3) Provides independent, timely and professional specialized mechanical engineering products, services and consultation for the planning, design, construction and maintenance of facilities (i.e. minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development); and 4) Providing design support prior to construction award and provides the successful management of any and all post-award aspects of the construction portion for the projects assigned. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
