This position is located within the VISN 2 Network Office; the incumbent serves as the VISN 2 Veterans Transportation Program (VTP) Mobility Manager (MM) for all Patient and Veteran transportation services in VISN 2, inclusive of all of the VA Medical Centers and CBOCs in the Network. These functions include oversite, program analysis, and compliance auditing for the VTP, Veterans Transportation Service (VTS), and Beneficiary Travel (BT) programs.

Duties

**This position is physically located at any of the VISN 2 facilities** Business Oversight Participates in National and VISN 2 VTP surveys, audits, and site visits to produce data used to adopt new policies or change existing policies to improve operations and compliance with regulations. Oversees management of the overall operations of the VTP at all Medical Centers within the VISN. Monitors and ensures adherence to VTS, Beneficiary Travel (BT), and VHA policy and ensures sites report metrics accurately and timely; and monitors and communicates with sites regarding obligation of VTS funds. The VISN VTP Manager ensures compliance is achieved VISN-wide through periodic program audits and communicates directly with VTP Program Office Compliance staff on discrepancies in Payment Integrity Information Audits (PIIA), OIG, and GAO audits/missing information. Administrative Support Works with VISN leadership to establish goals and general policy regarding patient transportation in regard to policy for inter-facility transfers, Special Mode Transports (SMT), Air Ambulance etc., to ensure compliance with national program policy, as well as the most efficient and patient friendly means of transport are achieved while ensuring expedited transport resulting in improved patient care and improved patient flow within and between VISN 2 facilities. This includes collaboration with Clinical Service Chiefs regarding scheduling for specialty care and discharge planning processes at all VISN 2 Medical Centers. Ensures VTP Board of Directors at each facility has proper representation, meets routinely, and develops local policy and processes which are consistent with Agency program policy and VISN policy. Training/Communication Within a framework of priorities, funding, and overall well-defined project objectives, the VISN VTP Manager and VTS Regional Coordinator mutually work plans that include: the work to be done, the goals of VTP operations, and deadlines for assigned tasks. Addresses observable conditions with written guidelines covering work methods and procedures related to VTS operations, such as those pertaining to ride scheduling, system operations, program requirements and Beneficiary Travel. This includes establishing, modifying, and/or enforcing VISN policies in addition to the enforcement of national policies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization.
