Staff in the Division of Trading and Markets (TM) work with colleagues in other offices within TM and other Divisions and Offices at the SEC on initiatives related to the development or modification of market rules and regulations and the review of rules proposed by self-regulatory organizations related to the structure and operation of securities markets.

The Office of the Managing Executive's (OME) mission is to provide seamless, outstanding-quality business operations services and support across the Division; facilitate mission-critical activities; and reduce the administrative burden on TM staff. The OME team manages the Operations, Administrative and Technology functions Division-wide, including data collection, management, and analysis.
The Division Data Officer/Product owner position resides within OME and will provide expertise in data science, strategy and management. This role may also act as a Product Owner to drive delivery vision of solutions in collaboration with different partners.
Developing, managing, and maintaining the Division's Data Strategy in coordination with Office of the Chief Data officer, and in alignment with the SEC's overall Data Strategy, including standardization of data format, access, usage and sharing, and publication of data assets of the division adhering to SEC policies and utilizing industry best practices.
Managing product vision, including user's priorities, needs and issues; creating and articulating the vision of the product roadmap in collaboration with various stakeholders; delivering successful business and data outcomes in a team environment to meet the business objectives.
Identifying and engaging with cross-agency stakeholders, managing competing priorities and organizational trade-offs on a variety of complex and interrelated subjects including implementation of the new tools and solutions for Data systems, products and solutions.
Identifying and reviewing variety of data management issues, participating in projects, and developing guidance, policies and procedures to implement new data management program requirements in the areas of data stewardship, data architecture, metadata, and data technical standards, for data issues including complex, sensitive, novel, and evolving.
Providing expertise in the development, implementation, and oversight of new innovative technologies.
Timely and clearly communicating conclusions to a diverse audience using different visual formats and pictures to provide reports to non-technical audiences.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.
BASIC REQUIREMENT:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level or equivalent that includes ALL of the following: (1) Applying a wide range of data science and data management concepts, policies, and practices and implementing and managing solutions in the area of responsibility (2) Integrating emerging technologies and techniques in data science and analysis such as analytics, machine learning, and cloud computing, into organizational decision support systems and process.(3) Leading Product and formulated data Vision that support the full lifecycle of knowledge or data management activities which include how information is created, stored, shared and governed within an organization. (4) Independently manipulating large, disparate, unstructured, and/or complex financial data sets to develop hands-on programmatic applications of probability and statistics.
