THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST, Position Description Number T0049000 and is part of the CO USPFO, National Guard.

Duties

The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Plans acquisitions for standard or specialized services, supplies and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exists. Develops solicitations, evaluates responses, and makes award recommendations. Monitors contract performance, performs contract administration, contract close-out and recommends terminations if needed. Provides advice and assistance to others relating to contracting work and prepares correspondence. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator (AOPC). May serve as a System Administrator. Performs other duties as assigned.

  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA)requirements applicable to the duties of the position.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Submit all required documentation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart I USOGE, 6/08).
  • Must meet DoD 5000.52-M requirements applicable to the duties of the position.
  • Contracting certification must be accomplished IAW 5000.66.
  • Must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must obtain and maintain secret security clearance.

All GS-1102 Technicians, who do not complete the positions' required certifications within the allotted time, are not retained in their positions. Please advise: 1. One year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition. 2. A working knowledge of contracting authority and responsibility. 3. A working knowledge of contract principles and knowledge of the Federal Acquisition Regulation. 4. A working knowledge of Federal supply schedule contracting. 5. A working knowledge of acquisition definitions and applicability. ** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. *** This is an Army Acquisition and Technology Workforce position. Education

MANDATORY POSITIVE EDUCATION

Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
