Duties
The Emergency Management Program Coordinator is responsible for the formulation, preparation, coordination, and maintenance of a variety of contingency plans, policies, directives, and regulations developed for emergency situations at the Hines VA.
The EM Program Coordinator serves as the subject matter expert in the area of contingency plans and planning for the Emergency Management Program. Contingency plans must incorporate OSHA requirements, NFPA Standards, Joint Commission Standards, National Incident Management System (NIMS), Department of Homeland Security and Presidential Directives.
- Provides advice to the Emergency Preparedness Sub-committee and the Medical Center Director
- Assures special security and safety requirements are met.
- Works closely with the Hines VAH Associate Director, Chief of Police, and the Area Emergency Manager (AEM) on a variety of comprehensive emergency management issues and concerns.
- Participates in the development and approval of directives, policy matters and related documents issued by the Medical Center.
- Provides emergency planning support for VHA's fourth mission requirement to including emergency preparedness and disaster recovery.
- Coordinates publicity with the medical center Public Affairs Officer.
- Adapts DOD guidelines and National Disaster Medical System (NDMS) plans and exercises to the VHA, VISN 12 and Medical Center policies and guidelines.
- Prepares the medical center's hazard vulnerability assessment (HVA).
- Represents the Medical Center when participating in the states computerized Emergency Management System and Health Alert Network.
- Conducts training for Medical Center personnel in the various aspects of emergency management.
- Prepares documentation to obtain grant funding and designates allocation of grant monies received.
- Writes, coordinates and implements hospital-wide exercises to test response plans.
- Develops and maintains internal VA contingency plans.
- Serves as primary resource to the Hospital Director for emergency preparedness/management.
- Maintains working relationships and communications as the VA program representative with local, federal agencies, and private sector.
- Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your specialized experience as described below:
GS-12 Grade Requirements:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and ability to develop and implement plans for emergency evacuation in all areas of the Medical Center. Knowledge of pertinent state and national laws, policies, precedents, regulations and directives sufficient to plan, develop and execute a comprehensive emergency management program to include mass casualty response, decontamination program, patient handling, and integrated Incident Command System (ICS). Knowledge of VA Emergency Management program principles, concepts, practices and functional areas. Ability to coordinate with key officials when determining goals, objectives and operating plans. Knowledge of advanced management and organizational principles and practices. Knowledge of analytical and evaluative methods. Mastery of advanced writing skills are required to compose position papers, administrative investigations and other assigned administrative responsibilities.

Physical Requirements: The work during non-crisis times is primarily sedentary, but may involve moderate physical effort including walking, climbing, and light lifting when at field locations. During crisis, emergency situations, and on-site disaster operations, conditions are likely to be primitive with little or no shelter, electricity and water, requiring the incumbent to fend for self in basic needs. In times of emergency, long periods of exposure to the elements, lack of adequate food and water, need to lift heavy objects, bend and reach while caring for patients, staff or movement of heavy objects may be necessary for an intensely long period of time. On occasion, the work requires the employee to wear personal protective equipment.
