The incumbent directs a program encompassing financial, technical, administrative, and professional work encompassing timely and cost-effective support services to Winston-Salem VBA Regional Office. The incumbent is responsible for management of all financial and administrative activities of the Regional Office.

Duties

Administers a fiscal program which accounts for benefits payments to and collections from veterans and their dependents or beneficiaries to include waiver and compromise claims. Administers functions related to the processing and control of various accounting and statistical information systems, Concur Government Edition, PAID, FAS, TCIS, DCPS, VETSNET, CAATS, CAROKLs, etc and is responsible for the input, correction, and resubmission of data to the data processing centers. Serves as liaison on financial matters between local VA and other organizations. Some examples are OIT, Austin Administrative Loan and Accounting Center, Hines, Treasury's Financial Management Service, VBA District Offices, VBA Office of Financial Management, VBA Office of Administration and Facilities, VA OAF and General Services Administration. Plans, administers, and directs cash management initiatives such as government credit card programs to include travel card and purchase card management, and management of warranted credit card holders. Provides a range of support services for the Regional Office, OIT, National and State Organizations, and other VA/VBA entities as detailed in a valid memorandum of understanding. Provides incoming and outgoing mail processing services for a Regional Office and other VA/VBA missions housed at the Regional Office to include opening, analyzing, and distributing incoming mail and processing postage for both USPS and express mail for all outgoing mail. Orders, stores, and issues form, form letters, publications, etc. Manages a GSA fleet of vehicles located at the RO and other outbased sites. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws for a staff whose grades range from GS-5 through GS-13. Works in close cooperation with operating Division Chiefs to provide solutions to management problems. Keeps the Director informed on matters that affect their station or require attention. Attends meetings, research data conducts in-depth studies and prepares white papers as required. Presents regular briefings to the VARO Director and two or more Assistant VARO Directors giving workload and budget status, progress on projects, making the Director award of all issues or problems. Responsibility ranges from in-house area of finance and budgets, purchasing, facilities, security, and support to external responsibilities in areas such as leasing, storage, contractor oversight, agreements, and partnerships with the military and veteran communities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is experience in a multifaceted program of services, management programs, and budget/fiscal and administrative operations for a federal office. The experience should demonstrate the following: Preparing administrative study findings, recommendations, plans and reports. Providing advice on programs and procedures pertaining to facilities, budgets, security, safety, and other administrative program activities. Presenting position papers and technical presentations to top management or the public involving finance and administrative program issues. Conducting independent evaluations of finance and administrative functions. Preparing and monitoring complex budgets and resolving financial management issues. You will be rated on the following Competencies for this position: TECHNICAL COMPETENCE: Understands and appropriately applies procedures, requirements, regulations, and policies related to VBA financial and administrative programs and other Federal (or similar) programs. PROBLEM SOLVING: Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical decisions; provides solutions to individual and organizational problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
