Duties

Serves as the principal expert and technical advisor for rangeland management in the field office, which includes two national conservation areas. Provides strategic direction on rangeland health inventory, monitoring and assessments. Plans, manages, produces and implements allotment evaluations and serves as the principal author/editor of written products. Interprets laws, policies, regulations, and guidance to allow proper administration of grazing, weeds, monitoring, range improvement and technological programs Manages grazing program protests, appeals, and litigation for the field office. Plans work and directs or implements program duties including authorizations, detecting and resolving unauthorized use, and range improvement planning. Supervises rangeland program staff, including setting performance standards and work assignments, and guiding, mentoring and training staff.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. In addition to meeting the education requirement (see Education Section), you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Expertise in the interpretation and application of rangeland management laws, policies and regulations; identifying issues, resolving conflicts and negotiating solutions with external parties involving grazing on public lands; analyzing complex and multi-disciplinary resource management issues; determining approaches and solutions to multiple-use conflict using professional knowledge and expertise in ecosystem health and natural resources management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

Basic Requirement for the 0454 Series:

1. Education:
Successful completion of a degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:
  • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
  • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
  • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

2. Combination of Education and Experience: Education that includes at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
