The primary purpose of this position is: to serve as a senior professional mechanical engineer with systems
engineering responsibility in assigned area(s).
Duties
Performs professional mechanical engineering work involved in the application of advanced theories,concepts, principles, and processes to the acquisition, development, or sustainment of measurement systems,components, and/or support equipment.
Functions as the organization's technical specialist in design and development engineering for criticalmeasurement systems and sub-systems.
Performs complex and comprehensive analyses and uses systematic, disci11lincd, and quantifiable approachesto implement, develop, and document projects.
Serves as a consultant and technical expert to senior subject matter specialists, agency and/or Department of Defense (DOD) officials responsible for broad program operations.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience is mastery of advanced mechanical engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services; provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques; knowledge of other engineering disciplines, technical design and development project work, and standard acquisition regulations, practices, and procedures .
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Knowledge of professional mechanical engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.
Knowledge of development testing and evaluation sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.
Knowledge of integrated air-vehicles, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of mechanical systems or devices.
Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems; of standard acquisition regulations, practices, and procedures; other engineering disciplines; and computer aided design and drafting (CADD) programs and other software such as information management and project tracking programs.
Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches and to assess the impact of new technology on current systems and processes.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
