The Office of the Executive Secretariat (OES) at the Department of Justice (DOJ) is seeking a Program Manager to join a fast-paced office that provides support to Department leadership. OES has a broad portfolio, including managing DOJ's internal clearance process for decisional documents addressed to senior leadership. Duties

The Program Manager (hereafter referred to by the working title, "Product Manager") is responsible for: 1) building and growing digital products that advance the mission of OES and the Department of Justice, and 2) helping OES adopt a modern, strategic approach towards product development. OES creates and manages digital products that support a variety of Departmental needs, including tracking and approval of decisional documents, internal coordination, and informational resources for the Department's senior leadership offices. The Product Manager will deliver products that reflect user needs by coordinating and guiding cross-functional design/development teams. The Product Manager will lead team efforts to: Conduct user research and analysis; Build and refine product roadmaps; Design, test, and launch new roadmap features; Message and communicate about the product(s) to internal and external users/stakeholders, Assess how well product(s) are accomplishing OES's goals (i.e. success metrics). The Product Manager advises senior leadership on digital products in the OES portfolio and manages the use of product resources, including personnel and funding, to deliver results on time and on budget. The Product Manager coaches, teaches and shares modern digital product development practices with OES personnel. The Product Manager will lead OES's effort to create and execute product strategy, including working with OES leadership to create the vision, objectives, and goals for products in their portfolio, develop appropriate success metrics, and measure and report on performance. The Product Manager must have specialized skills and experience with the following: building institutional expertise around product management; leading cross-functional teams as they work through design and development sprints (preferably with a strong familiarly with agile, user-centered design, and DevSecOps); translating from business to technical, and vice versa; defining and tracking success metrics; strong verbal and written communication skills with experience engaging, influencing, and collaborating with senior leadership and stakeholders.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications

To qualify for the position of Program Manager at (GS-0340-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Basic qualification:To qualify for the GS-15, you must possess one year (52 weeks) of specialized experience equivalent to the grade of GS-14 or equivalent band or level in the federal service. Specialized Experience:For the GS-15, you must have one year (52 weeks) of experience equivalent to the grade of GS-14 or equivalent level or band in the feredal service. Specialized experience is defined as: Maintaining oversight of program operations to include resource allocation and utilization; Directing corrective action to resolve any inadequacies that appear during reviews; AND Developing written products and data reports to disseminate program information to senior leadership. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 07/21/2023.
