This position located in Southern Arizona Office, in the Facilities Management Division with a duty station choice of either Phoenix, AZ or Tucson, AZ. Duties

The purpose of this Project Manager position is to support the development, management, repair, and construction of park facilities, with an emphasis on Trails. The incumbent will work for a dynamic, geographically dispersed group of parks and offices and will perform duties, including, but not limited to the following: Works with parks to analyze facility problems or needs associated with trail design and construction. Gathers data necessary to describe and understand the problem or need and investigates and evaluates a wide range of technical solutions. Works with internal technical experts and Project Managers to help determine if the issues raised can be solved by a "quick fix," operational adjustments, regular maintenance, or if a project must be created to secure funding from a regional fund source. Participates in the design process for assets and locations associated with trail corridors, or modifications to existing facilities, to meet the project goals as determined during schematic design. This may include review of detailed design. Provide assistance to the Contracting Officer (CO) by assisting in the development of a design scope of services, including information on project scoping and pre-design. Serve as the Contracting Officer Representative. Answers questions and provides technical support for parks and colleagues within the Division and supports value-based decision-making process assistance to parks. Performs other duties required to support the operation of the Division of Facility Management in various parks. Skills in time management, to adapt to changing priorities and manage multiple projects simultaneously, and the ability to work effectively with diverse groups to build consensus on strategies, policies, work plans, and other issues will be critical to the success of the incumbent in this position. The selected candidate must be willing to work on-site, as needed, at any of the cooperating park units to complete projects.

Qualifications

All qualifications must be met by the closing date of this announcement-07/21/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: development of technical specifications, and cost estimates as well as project management of multiple concurrent projects as substantiated by a resume/application knowledge of project management principles and concepts managing contractors or other project team members and providing operational leadership principles and risk management regarding work safety. Understanding of dry-stone masonry and rock work in trail construction and rehabilitation; Trails inspection experience and recognizes erosion control and analysis of drainage patterns; knowledge of trail maintenance techniques and recognizing trail maintenance problems. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
