The primary purpose of this position is to serve as a first-level supervisor and branch chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to U.S. Strategic Command's Financial Management Branch. The incumbent directs and manages all phases and aspects of the combatant command's budget execution process to ensure the budget is effectively planned, formulated, submitted, defended, distributed, and executed.

Duties

Plans, organizes, and directs the activities of U.S. Strategic Command's (USSTRATCOM's) Financial Management Branch ensuring that budget planning, formulation, and execution complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Provides independent quick reaction analysis and prepares status reports of the command budget. Serves as an advisor to command senior leadership (GO/FO/SES) on matters pertaining to fiscal law, execution funding strategies, and execution year funding resources within the U.S. Strategic Command portfolio. Initiates and oversees studies of command budget and resource issues, analyzes options, and develops recommended courses of action.

  • This position has been designated by the Air Force as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • The employee may be required to work other than normal duty hours which may include evenings, weekends, off duty hours on call, extended work hours (e.g., 12-hour shifts), varying duty hours, and/or holidays
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions, IAW DoDI DCP
  • This position is eligible for situational telework only, including emergency and OPM prescribed unscheduled telework

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Developing goals and objectives that integrate organization and financial management and comptroller objectives. 2) Developing program goals, plans, and policies dealing with the development and operation of command-wide financial management functions and activities. 3) Meeting with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. 4) Identifying and developing requirements for new processes or procedures to address issues not susceptible to treatment by established methods. 5) Explaining performance expectations to employees and providing regular feedback on strengths and weaknesses and holding employees responsible for satisfactory completion of work assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management; AND Knowledge of the mission, roles, and functions of DoD, Joint Staff, and Service organizations pertaining to budget formulation and financial management to provide guidance to subordinate units. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications; and data structures. Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and its products, terminology, and guidance documents, including DoD budget and financial management regulations and precedents, OMB Circulars, and Congressional legislation. Knowledge of safety and security regulations, practices, and procedures. Skill in interpreting and applying fiscal law, policy, and higher level directives related to the analysis of budgetary and resource issues, in formulating new solutions or innovative approaches to existing budgetary or resource problems, and in developing proposals that involve substantial resources and may be in conflict with previous programming decisions. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex and/or sensitive issues; and maintain good working relations; AND Ability to plan, organize, and direct the functions and staff of a small to medium sized organization tasked to originate new ideas, projects, and methodologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
