Duties
Serve as principal coordinator and technical advisor for outdoor recreation programs (e.g. Wilderness, National Conservation Lands, Off-Highway vehicles, Travel and Transportation Management, Visual Resources, Youth, Interpretation, and Education
Provide leadership, direction, and technical guidance on one or more outdoor recreation programs to lower level planners
Serve as authoritative source of information on topics such as recreation policy, program development, budget, partnerships, fees, interpretation, permitting etc.
Responsible for applying innovative solutions to solve difficult and complex outdoor recreation problems, issues, or projects
Ensure consistency with all existing and new regulations, policies and directives related to one or more outdoor recreation programs.

Qualifications
Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. This position has a individual occupational requirement:
Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

Experience
Specialized Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:
Ability to deal with people of differing backgrounds and behavioral patterns.
Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
Preparation or review of plans and programs for natural resource utilization and recreation area development.
Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
In addition to meeting the individual occupational requirement, you must have one year of specialized experience equivalent to the GS-11 level with the following:1. Experience as a coordinator and technical advisor for one or more outdoor recreation programs (e.g., Wilderness, National Conservation Lands, Off-Highway Vehicles, Visitor Services, Visual Resources, Travel, Transportation, Wild & Scenic Rivers, Accessibility) in a Bureau of Land Management (BLM) Office, etc.)2. Experience providing leadership, direction, and technical guidance to lower level planners and serves as an authoritative source of information on topics such as recreation policy, program development, budget, construction, acquisition, planning, partnerships, fee collection, concessions, tourism, grants, interpretation, education, permitting, accessibility, etc.3. Has been responsible for applying innovative solutions to solve difficult and complex outdoor recreation problems, issues, or projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
