The Deputy Chief of Residential Rehabilitation Treatment Program (RRTP), works closely with the RRTP chief and plans, implements, directs, provides clinical and administrative oversight to RRTP activities, including requirements for staff, budget, equipment, and supplies. Proven leadership skills, including problem solving skills, conflict resolution abilities, task prioritization, project management, efficiency improvements are highly desirable and expected.
Duties
Essential Administrative/Supervisory Responsibilities:
1. Plans, implements, and provides clinical and administrative oversight to Behavioral Health activities including requirements for staff, budget, equipment, and supplies.
2. May have direct administrative supervision of staff:
Psychiatrists
Psychologists
Social Workers
LMFT
LPMHC
Nurses
Nurse Practitioners
Physician Assistants
Addiction Therapists
Rehabilitation Technicians
Peer Support Specialists
Trainees within the Behavioral Health Service
3. May have direct professional supervision of staff within the same discipline.
4. Has programmatic oversight and shared responsibility for the RRT
5. Has input into resource allocations within RRTP:
Ensures efficient operation of the RRTP
Assists with the Preparation of the annual Management Briefing for the assigned Sections within RRTP c. Monitors and oversees Fund Control Points as assigned
Seeks additional resources as warranted, with use of data-driven criteria in support of all requests.
6. Responsibilities include supervision of staff, program management, and administrative responsibilities that are complex in scope and cover a significant portion of the RRTP. Scope of service includes:

Discharge Process
Treatment teams
24/7 rounding
Safety and Security
Workplace Violence Prevention Program implementation h. Training staff (orientation, 30, 60, 90 day expectations)
7. Specifically, the incumbent has the supervisory responsibilities noted above, with additional responsibilities that include:
Management of Human Resource aspects of assigned RRTP operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for various disciplines.
Responsibility for assigned aspects of administration within RRTP Service and in the relationship to the Veterans Affairs Medical Center at large.
Monitors performance improvement and ongoing metrics and reports with preparation and implementation oversight for any corrective actions necessary to Behavioral Health Service Line Behavioral Health Oversight Council monthly.
8. The incumbent reports to the RRTP Chief, but largely operates on a day-to-day basis in an independent manner, with full responsibility to keep the supervisor apprised of activities and any issues in need of close collaboration.
Other Administrative/Supervisory Responsibilities:
1. Consults with and serves as a resource for other service lines and facility leadership concerning the need for the development of behavioral health services.
2. Has an extensive understanding of all policy and procedure both medical center policy (MPC) related to RRTP as well as all standard operating procedures (SOP) related to RRTP and updates policy as needed. Provides training to staff of MCP and SOPs.
3. Assists the RRTP Chief in administrative oversight for the development of newly funded programs.
4. Assists the RRTP Chief in coordinating a behavioral health response in the event of critical occurrences of violence at the facility, disasters, and/or mass casualty occurrences.
5. Develops responses to controlled correspondence at the Facility level, VISN, and VACO levels, inclusive of responding to elected representatives and the OIG Hotline concerning patient care and other matters of public interest.
6. Stretch assignments as delegated by the RRTP Chief
Clinical duties:
1. The employee will provide treatment for beneficiaries with general behavioral health disorders in a variety of treatment settings, including tele-behavioral health.
2. The employee must be skilled in treating behavioral health disorders.
3. The employee will ensure accreditation requirements are met including reviewing checklists compliance for JCAHO and CARF and/or HAP.
4. The employee shall document patient care in the patient chart via the Electronic Health Medical Record (EHMR). Training regarding the use of EHMR will be provided by the facility. All Documentation shall be completed in accordance with VA policy and procedures. The documentation requirements are noted in the clinical pertinent reviews given to each employee.
5. The employee shall follow all VA guidelines regarding infection control and safety.
6. The employee will be assigned to treatment teams and adhere to team meeting responsibilities.
7. The employee will adhere to all quality management performance measures which will be reviewed monthly through peer reviews.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
Internships: (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Psychologist, GS-14 (Assistant Chief)
(a) Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.
(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
3. Ability to organize work, set priorities, delegate tasks, and meets multiple deadlines.
4. Ability to supervise and manage subordinate employees effectively.
5. Skill in interpersonal relationships, including conflict resolution. 6. Ability to establish and monitor production and performance priorities and standards.
Preferred Experience: Leadership experience preferred. Evidence-Based Therapy (CBT, Behavioral Activation, ACT, DBT, CBT-i, MET, and/or MI) experience and training is strongly preferred. Experience delivering structured adult psychotherapy in both group and individual formats is preferred. Experience treating depression, anxiety, co-occurring SUD, and other major co-morbid psychiatric disorders is also preferred. Team approach is mandatory and experience working as a professional on a multidisciplinary team is beneficial.
