This National Guard position is for a ENVIRONMENTAL PROTECTION SPECIALIST (T32), Position Description Number D0596000 and is part of the AL CFMO JFHQ, National Guard.

Duties
--Develops and implements tile state ARNG Environmental Protection Program. Plans and monitors prevention, control, and abatement of air, noise, water, hazardous material and Solid pollutants. Manages the preservation program for cultural, historic and natural resources. Serves as the point-of-contact (POC) on all concerns pertaining to environmental matters within the state.
--Ensures that state ARNG facilities comply with the National Environmental Policy Act (NEPA) through site visits, scheduled inspections, and implementation of state policies. Develops and/or analyzes proposals for new or revised environmental regulations and determines their impact on the state's environmental programs. Advises state officials and facility managers on environmental regulations, guidelines, and procedural requirements. Develops state level ARNG environmental standing operating procedures (SOPS) which include tile environmental program objectives, requirements and implementation measures.
--Reviews all ARNG construction projects, field training and operational activities for compliance with applicable federal, state and local environmental statutes and regulations. Advises action officers of regulatory impact on AHNG construction and field training.
--Obtains appropriate permits for such projects as landfill operations, waste disposal, air emissions, and waste water discharges at AWG installations and training sites. Monitors compliance with permit requirements and limitations. Prepares and monitors the Spill Prevention Control and Countermeasure Plan (SPCC). Maintains environmental records of ARNG sites requiring special permits, SPCC, and storage of hazardous materials. Maintains records, as appropriate, fur effective environmental management control.
--Identifies requirements for the appropriate environmental documents depending on specific circumstances and/or conditions. Prepares other documents for ARNG proposals, such as Environmental Assessments and Records of Environmental Consideration. Provides technical guidance for in-house preparation of NEPA documents, and ensures documents are prepared in accordance with NGB procedures. Develops and coordinates statements of work/contractual agreements for the preparation of supporting environmental documents.
--Establishes and maintains liaison with appropriate local, state, and federal environmental agencies. Makes presentations and prepares materials for presentation by others to ARNG and other interested organizations. Coordinates with ARNG staff on elements impacting the environmental program (safety, occupational health, logistics, etc.) to ensure effective implementation of the state environmental program.
--Identifies pollution sources. Collects liquids, solids and biological samples for analysis, and requests provisional analysis beyond ARNG capability or expertise.
--Develops and compiles environmental protection cost data and requirements to submit budget requests in support of the state's environmental program. Advises higher level managers of cost impact on proposed project funding requests and authorizations.
--Coordinates with Department of Natural Resources or appropriate engineers in the managing of natural resources under the control of ARNG, such as land, timber and/or wildlife.
--Performs other duties as assigned.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. Minimum Requirements: Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position.
Specialized Experience: Must have at least 1 year specialized experience equivalent to at least the next lower grade (see above) that provided experience, education or training assembling data into proper formats as directed by oral or written instructions. Experience demonstrating the ability to follow agency directives regarding the principles, practices, and concepts of an environmental program. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations.
Knowledge Required by the Position:
The incumbent must possess knowledge of all requirements and objectives of the National Environmental Policy Act (NEPA), applicable Army and NGB Regulations, and state and county Environmental/Natural the source agency rules and laws. The Environmental Protection Specialist must be able to interpret existing guidelines, prepare amendments, supplemental regulations, and standing operating procedures (SOPS). Expertise to prepare Implementing policies and rules within the ARNG structure to ensure all construction protects, continuing maintenance requirements of existing buildings, military training areas and local training sites comply with environmental protection policies laws and regulations. Knowledge to advise ARNG, state environmental agencies and the local populace of any required changes or additions to established sites and areas under control of the ARNG which may have environmental impact.
